The company opened a Tokyo headquarters to support 3D digital delivery under Japan’s i-Construction 2029 initiative.

Bentley Systems has announced an investment in Japan that includes a new regional headquarters in Tokyo and plans to expand its local workforce over the next three years. The move comes as Japan works toward the Ministry of Land, Infrastructure, Transport and Tourism’s i-Construction initiative, which calls for nationwide use of 3D digital delivery by 2029. Bentley plans to provide local expertise, technical support and training to help engineering firms shift from 2D to 3D workflows as the country continues to face workforce constraints.
Bentley’s software in Japan is intended to support digital delivery across design, construction and operations. The company’s platform is designed to connect workflows and combine above-ground and below-ground data so infrastructure teams can create and manage 3D models across disciplines.
This approach includes Bentley’s Cesium technology for 3D geospatial visualization, which is used as a foundation for Japan’s Project PLATEAU, Seequent’s subsurface modeling and analysis tools for geotechnical applications, and the iTwin platform for synchronizing engineering and asset data across the infrastructure lifecycle.

These technologies are already in use in Japan. Bentley’s Cesium and digital twin tools are part of Smart Construction solutions from EARTHBRAIN, a joint venture formed by Komatsu, NTT DOCOMO, Sony Semiconductor Solutions and Nomura Research Institute, to connect design, simulation and earthworks execution in a shared digital environment. Seequent has also been used in Japan for infrastructure, geothermal energy and mining-related projects involving subsurface analysis.
Bentley recently appointed Keishi Kono as general manager of Japan. The company is also working with regional partners as it expands 3D digital delivery efforts across Japan’s 47 prefectures. Its stated priorities include continued work with EARTHBRAIN and FUKUI COMPUTER, along with channel expansion through partners including JIP, NewtonWorks Corp., ITOCHU Techno-Solutions Corp. and Mirukuru.
Bentley plans to continue expanding its local operations and partner network in Japan as the country moves toward its 2029 3D digital delivery target.
