I have a question if anyone cares to answer. Can put 12-2 romex wiring in between a groove in sheet rock and mud over it with joint compound? I need to do this for a remodel. The sheet rock would be attached to a concrete ceiling and we need to run electrical for a ceiling fan to the center of the room. It may be possible to use conduit but we are not sure if it will fit and would rather use romex if possible. We are trying to avoid cutting a groove in the concrete because our civil engineer said it would require gpr which is costly. I realize this may not be to code and that is why we are seeking guidance from an electrical engineer and potentially obtaining a letter. Can this be done safety and if not why? Also, if any think they have a better approach I am all ears.

I do not think you will get anybody to offer a letter of dispensation for this job. The cable should be in a conduit. The conduit will protect the cable from chemical attack (which is why simply plastering over an unprotected cable is frowned upon). The conduit will also keep the mud, or whatever compound you use, from encasing the cable and acting as a blanket. The cable must be able to lose heat that is generated when it carries current. Your mud idea will not allow the cable to lose heat.
