Have you looked at any of the websites for companies who produce or distribute PLC's. They will detail the differences in the three types of PLC's you mentioned. They will also provide you with specific information on what is required to program the PLC's that they produce.

Each company will have different Software requirements, but those requirements should not change for the three types.
