I do not know if there is any formal standard for the thickness of unstretched Teflon pipe sealing tape. I measured some I have. It is approximately 80 micrometers (0.003″) thick.
When applied to the pipe it is usually stretched to ensure that tight on the pipe threads and get it to follow the thread surface.
When you tighten the pipe sections together it extrudes or thins even more.
I am not sure the bases of your second question. What are you trying to do and where are you measuring the tape on the 1″ pipe?
