Job Summary:

This position will provide the management and leadership for the Traffic Maintenance Section of the Transportation Systems Management and Operations (TSMO) Division. This position will work to develop an enhanced maintenance program for all statewide signing efforts, statewide pavement marking/striping efforts, effectively manage and administer the statewide striping contract and provide leadership to employees deployed across the state. This position will provide the management and leadership for the department's sign factory and be charged with enhancing existing processes, developing new processes, assuring all sign manufacturing and sign work orders are completed efficiently while maximizing cost saving measures.This position will develop and maintain the annual budget for all Traffic Maintenance operations, support the development of needed procurement contracts, and support the development and revisions of technical specifications, standards and policies. This position will coordinate with ADOT’s Regional Traffic Engineers and Traffic Design staff to assure all ADOT initiatives are achieved, and will provide insight and support to develop strategies that advance initiatives to improve the mobility and safety of the state's transportation system. This position will provide timely response to all phone calls, emails, letter, and all other types of inquiries and will require working in both a standard office environment and a field environment that may involve inclement weather conditions.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

  • Provides direction to the Traffic Maintenance Section staff. Oversees the signing, striping, and sign factory maintenance program including establishing maintenance goals, developing performance measurements and creating the section’s strategic plan. Provides support to Regional Traffic Engineers and Traffic Design staff and assures compliance with the Department's mission, vision and values.
  • Manage budget and resources. Plans for and implements the efficient use of resources and develops long/short term objectives. Directs the development of the section's fiscal budget and determines the resources to implement projects and programs.
  • Provides leadership, coaching, mentoring, and supervision of subordinate personnel. Develops job responsibilities and performance expectations for all direct reports. Documents those responsibilities and expectations and communicates them to employees. Monitors employee performance and communicates results and corrective actions where warranted.
  • Responsible for responding to phone calls, e-mail, letters, and all other inquiries from public and agency partners and stakeholders. This position provides consultation to the Deputy Division Director and executive staff, as well as the Attorney General's Office, ADOT Risk Management and ADOA Risk Management regarding litigation activities and strategies to reduce liabilities.
  • Attends training, seminars, forums, and national conferences relating to applicable highway maintenance and pavement management programs.
  • Performs other duties as assigned including engaging staff in promoting continuous improvement and innovation to improve workflow processes and operating procedures to effectively manage staffs time and efficiency.

Selective Preference(s):

● Bachelor of Science in Civil Engineering or a closely related field is preferred.

● Licensed as a Professional Engineer is preferred or a minimum of 10-years experience in the civil engineering field and a minimum of 5-years experience related to signing and pavement marking maintenance and/or design will be considered.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
