Job Description:

The Lakewood Water District seeks a service-oriented, hands-on, collaborative leader for its new Engineering Manager to take on the growing needs of a regional water provider including the design and construction of multiple new groundwater wells and water treatment facilities. The Engineering Manager is part of the District’s six-member senior leadership team that reports directly to the District’s General Manager. The Engineering Manager is responsible for setting engineering standards for the District and the management of multiple key functions of the District including engineering and planning activities for capital projects and developer extensions throughout the District and its wholesale operations.

The Engineering Manager oversees the Pumping and Water Treatment department, construction inspectors, and GIS, working closely with the Department Head and field staff. The Engineering Manager also works closely with the Operations & Maintenance Manager on distribution system improvements. The successful candidate will be a skilled people manager, mentor, and leader with a demonstrated ability to invest in and bring out the best in their team.

Examples of Responsibilities:

  • Responsible for or oversees the preparation of planning or design documents, design criteria, cost estimates, engineering, and feasibility reports for all District public works projects.
  • Prepares and reviews studies, plans, specifications, and cost estimates for District Capital Improvement Projects (CIP).
  • Provides construction management services including inspection coordination, progress payments, field interpretation, design modifications, and project closeout.
  • Manages consultant selection and contract administration.
  • Manages District grant efforts through their lifecycle including research, application, compliance, and reporting.
  • Plans, organizes, and manages the Developer Extension (DE) application, plan review, and permitting processes for the District.
  • Reviews, analyzes, interprets, and approves complex engineering construction plans, designs, and documents for conformance to District standards and all related laws and regulations.
  • Works with developers to ensure compliance with standards details, specifications, and other District permit requirements.
  • Provides support to field staff in troubleshooting and improving water system operations.
  • Provides technical and policy information to the public and developers and meets with complainants to resolve plan review and engineering design problems and maintain positive relations.
  • Collaborates with Operations & Maintenance Manager on capital, maintenance, and operations projects to support the Operations and Maintenance department.
  • Maintains and updates the District’s Developer Standards and the District’s Comprehensive Plan.
  • Develops and manages the budget related to the engineering and pumping and water treatment functions.
  • Serves as Section Planning Chief for the District’s Emergency Response Team.

Qualification requirements include any combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

  • A bachelor’s degree from an accredited university or college with a major in Civil Engineering
  • Seven to ten years of professional engineering experience at or consulting for a water utility with at least three years supervising a professional and technical staff of three or more. Background should include experience managing both Capital Improvement Projects and Developer Extension Projects.
  • A current Washington State Professional Engineer (PE) license is required.
