Job Summary:

Provides engineering and technical direction for the administration of the construction unit performing complex construction contracts and projects; assures work is performed in a manner that provides conformance with prevailing construction plans and specifications; responsible for assuring that all work performed under position supervision complies with ethical and sound engineering practices. Coordinates construction activities with federal, state, local and private entities to assure conflicts are minimized and the public is well served. Performs administrative duties to include personnel and resource management; initiates and monitors safety work processes; assures that mandatory and desired training requirements are fulfilled; generates and approves expenditure of funds within established procurement rules, policies and procedures. Reports directly to the Assistant District Engineer and is responsible for the supervision of resident engineers and administration for construction projects throughout the assigned area.

Essential Duties and Responsibilities include but are not limited to:

  • Provide engineering and technical direction to the unit administering multiple construction projects to assure work is performed in a manner that provides a functional and durable project that meets design intent.
  • Provides oversight supervision of engineering services provided by consultants and engineers to administer construction contracts.
  • Provide input on project scopes, designs and development representing the best interest of the state in project and other meetings related to the ADOT state highway system, as requested. Initiates correspondence, reports and construction documents to facilitate contract compliance, conflict resolution, contract clarification and response to public inquiries.
  • Provide oversight supervision of engineering services provided by consultant inspectors and engineers to administer construction contracts.
  • Provide leadership, coaching, and supervision of subordinate personnel to enhance the quality of the product, service to the customer and assure compliance with all applicable plans, specification rules and requirements.
  • Initiate and monitor training of personnel to assure competent, effective, motivated, and fully knowledgeable workforce to provide a quality product in conformance with all prevailing laws, rules, regulations and in compliance with quality standards.
  • Administrative duties including personnel management, performance reviews, discipline, hire, fire, coach and guidance of subordinate personnel relating to the Department's policies and procedures.
  • Initiate communications with all affected stakeholders on matters that affect them with the purpose of keeping harmonious working relationships.
  • Other duties as assigned as related to the position.

The Ideal candidate for this position will have:

Bachelor of Science in Civil Engineering or closely related field.

Three to five years of work related experience in a technical-level staff position involving engineering analysis and highway construction.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (seeArizona Administrative Code (A.A.C.) R2-10-207.11).

Registration by the Arizona State Board of Technical Registration as a Professional Engineer (P.E.).
