Job Summary:

Review plans, specifications, and estimates (perform and/or verify quantity take-offs and unit prices) for all assigned construction projects. Estimate construction costs and contract time for all assigned construction projects. Prepare contract documents and advertise various types of highway construction projects and other transportation-related projects as needed. Ensure that all projects are constructible, biddable, and awardable. Evaluate and prioritize assignments and expedite critical projects. Research and write project special provisions/item specifications. Participate in decision making with project team members (internal and external) to finalize project schedule and resolve document inconsistencies, errors, conflicts, and missing information. Provide project status updates on a weekly basis, or as requested by the supervisor/management. Work with State Agency personnel, FHWA officials, local agency representatives, and consultant engineers to acquire information to finalize highway projects for approval, advertisement, and construction. Collect and compile all the bid documents for uploading. Respond/address bidder’s questions and compile addendums as necessary. Participate in identifying process improvements, lessons learned, continuous improvement and collaboration. Assist supervisor with the training of new staff and EITs during their rotations in the Contracts & Specifications Group (C&S).

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

  • Review plans, specifications, and bid schedules to make sure they are constructible, biddable, and awardable. Evaluate and prioritize assignments, expedite critical projects.
  • Perform and/or Verify quantity take-offs and unit prices to estimate the costs of construction projects during the development process. Confirm the adequacy of the project budget and the amount of construction funds obligated. In addition, the estimate will be used to determine a reasonable value for the advertised work. Also, finalize the contract time with the design team and the district.
  • Attend project progress meetings, work with State agency personnel, FHWA officials, local agency representatives, and consultant engineers to acquire information to finalize highway projects for approval, advertisement, and construction. Assist supervisor with the training of new staff and EITs during their rotation in C&S and may asked to represent the team.
  • Collect construction bidding documents and compile contract documents. Review bid packages and contract documents for accuracy, consistency, and deficiencies prior to uploading to the website. Work on contractor question responses and addendums during advertisement and justification of award/rejection.
  • Prepare, research, and write special provisions to address specific project needs that are not covered in the Standard Specifications.
  • Provide project status update reports on a weekly basis or as needed, identify and participate in process improvement efforts.
  • Other duties as assigned as related to the position.

The Ideal Candidate will have:

Bachelor of Science degree in Civil Engineering or a closely related field and two (2) years experience in highway construction or design; or registration as an Engineer-in-Training by the State Board of Technical Registration; or completion of the Arizona Department of Transportation Engineering

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
