Job Description:

The City of Reidsville is pleased to announce the availability of our newly created Assistant Director of Public Works. This new position performs complex supervisory and administrative work in planning, organizing, directing and supervising the public utilities departments for the City of Reidsville. This position oversees the efforts of several major public utilities’ divisions, including Water Distribution, Sewer Collection, Water Treatment Plant, Wastewater Treatment Plant, Meter, and Plants Maintenance.
This position supports the Public Works Director with major project management, strategic planning and supporting the Department in the Director’s absence. This position develops and manages annual budgets in excess of $7.5 million, with 30 full-time employees. The Assistant Director sets priorities for the divisions; plans, designs and directs major projects; inspects work of subordinates; provides technical direction; and is responsible for procuring materials and services necessary.
Operations Management: The Assistant Director coordinates, supervises and schedules personnel to ensure that the major responsibilities of the Department regarding a safe and well-maintained water supply and sewer disposal systems are accomplished. This position also coordinates the operations of both the water treatment plant and the wastewater treatment plant, plus plant maintenance.
Human Resources Management: This position will be responsible for time and attendance; performance evaluations; employee coaching, development and disciplinary action; recruitment, hiring and retention of staff.
Contract Management: work involves considerable planning and scheduling of activities and contact with contractors; requires judgmental discretion in the application and interpretation of programs, and procedures. 
Project Management: the complexity of work is in setting priorities, planning, designing directing activities, inspecting work, giving technical directions and supervising the crews. Both the plants are currently in the early stages of major projects: installation of an entire plant generator project at the water plant, and the installation of a new headworks system at the wastewater treatment plant, along with the upgrade to our BNR (biological nutrient removal) plant. The City of Reidsville is also undertaking a significant redundant water line project of approximately 13,000 linear feet. This position will be essential in ensuring these projects remain on time and on budget.
 
Desired Knowledge, Skills, Abilities and Education
Considerable knowledge of principles, practices, and aspects of water and sewer line maintenance installation, water and sewer plant operations and maintenance. This includes knowledge of pipe installation, grading, erosion control, electric, mechanical and pumping.
Thorough knowledge of governmental budgeting, personnel management and purchasing practices.
General knowledge of the principles and practices, laws and regulations relating to supervised functions.
Knowledge of construction and maintenance of water and sewer lines.
Knowledge and application of appropriate OSHA standards.
Knowledge of NC Administrative Code Title 15A Rules Governing Public Water Supply.
Knowledge of NC DEQ Rules Governing Water Treatment Facility Operator, contains the rules for Distribution License holders.
Knowledge of NC DEQ Rules Governing Sanitary Sewer System Operators, contains the rules for the operation of sanitary sewer systems.
Strong supervisory experience with experience in compliance with local, state and federal laws, standards and regulations.
Contract negotiation and management experience.
Familiar with the bid-process, from developing Requests for Proposals to awarding of contract.
Ability to plan for future growth, emergencies and inclement weather events.
Graduate from an ABET-accredited 4-year engineering program, or closely related field. Minimum of four years’ work as an engineer.
Professional Engineering (PE) strongly preferred. Applicant will be given up to 24 months to successfully complete the PE exam from date of hire.
Pay Grade $73,231.23 - $91,539.04
