Washington State Department of Transportation (WSDOT) is currently seeking a team-oriented person to serve as a Project Financial Specialist at the Transportation Engineer 4 level. As a statewide technical program specialist, this position performs final review and analysis of documentation required to authorize funding for statewide transportation projects funded through the Capital Program Development & Management division. Projects include most of WSDOT’s capital projects and operating projects with Federal Highway Administration (FHWA) funds, otherwise known as federal aid funds. The Project Financial Specialist is responsible for evaluating, processing, and approving of work order authorizations/spend authorizations that allow the expenditure of over $5 billion dollars per state biennium in state and federal funds. The person in this role will also initiate and modify federal aid project agreements with FHWA, including ensuring funds are available, and the project scope meets federal program requirements. This specialist will independently analyze data submitted for project scope, schedule, and budget change requests to determine whether these actions meet requirements and can be accommodated financially. The duties performed in this role require the ability to interpret state and federal laws, rules, and other policies and knowledge of technical engineering policies, practices, procedures, and standards.
