Under the direction of the Deputy Commissioner, performs technical review, tracks, and processes departmental building permits. Completes the necessary review of the permit submittals and provides technical commentary in writing as appropriate. Performs field inspections when appropriate and at the direction of the Deputy Commissioner to support or dispute claims, verify plan submittals, support field inspectors, consult with project engineers, and administer professional service contracts.

Typical Job Duties
Administers a variety of technical/administrative functions, coordinates diverse engineering efforts ensuring the timely and efficient completion of permit review to meet departmental goals with a minimum of supervision.
Reviews building permits regarding site improvements including grading and utility plans. May include the assessment and interpretation of topographic surveys, plats of survey and easement evaluations. Provides contract administration for professional services contracts including budgeting, invoice review, etc.
Reviews and approves drainage reports, grading/erosion control plans and construction plan reviews for compliance with County codes, policies, standards, and drainage criteria.
Provides detailed written comments for applicants and provides technical assistance with corrections.
Reviews hydrologic and hydraulic studies and reports.
Assesses regulatory agency permits including IDNR, US ACOE, IEPA and MWRDGC.
Ensures floodplain ordinance compliance – compensatory storage review, FEMA Technical Bulletin 10-01, Elevation Certificates, Letters of Map Change, Substantial Improvement/Damage Determinations, SD reporting requirements, etc.
Serves as a liaison to effectively communicate with townships, other agencies, and representatives regarding stormwater issues. Confers with and advises public and private external agencies and/or representatives interested in County Stormwater Management Programs.
Assists with the development of guidelines for permit review and project evaluation. Follows up and resolves conflicts involving engineering plans and development proposals. Serves as County Floodplain Administrator.
Interacts with other County departments as necessary.
Minimum Qualifications• Graduation from an accredited college or university with a bachelor’s degree in civil engineering
is required.• Two (2) years or more of experience as a civil engineer
is required.• Valid driver's license with proof of insurance
is required.Preferred Qualifications• Two (2) years of work experience in stormwater management and design or review of site improvement plans
.• Certification as a Certified Floodplain Manager.
• One (1) or more years of work experience using AutoCAD or similar software.

Knowledge, Skills and Abilities • Professional civil engineering principles, practices, and methods related to stormwater management, hydrology, and hydraulics. • Methods and techniques of engineering plan design, review, and approval. • Ability to read and interpret engineering plans and prepare letters and memoranda. • Establish and maintain effective working relationships. • Strong interpersonal skills with the ability to communicate effectively in layman’s terms. • Ensures that best in class customer service is provided in dealing with contractors, engineers, and property owners. • Ability to work in construction hazard and related environments. • This position requires at times, travel to work assignments throughout Cook County for which the employee must provide his/her own adequate means of transportation.
Physical Requirements
Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects.
