Job Description:

An Overview
The Department of Transportation & Environmental Services (T&ES) Public Works Services Division is seeking a Bridge Program Manager, with a demonstrated knowledge and experience in bridge rehabilitation and maintenance, to perform professional and technical work to manage or participate as a team member in the development and implementation of bridge maintenance by coordinating federally mandated bridge inspections, capital projects with an emphasis on ensuring the City’s public works elevated structure infrastructure remains in a State of Good Repair.  
 
In addition to their primary responsibilities, the selected candidate will assist with other City public works infrastructure in operating and capital projects and will assist in coordinating with funding from State and Federal partners.

The Opportunity
•Coordinates federally mandated bridge inspections; reviews bridge inspection reports; makes recommendations for bridge preventative maintenance and repair;
•Perform QA/QC calculations on design plans, for structural load calculations and specifications;
•Evaluates alternatives and concept-level designs for major public improvement projects related to bridge, roadway, or sewer system projects;
•Represents the Public Works Services Division’s interests on cross departmental teams for development review, including review of development site plans for potential long-term maintenance concerns;
•Serve as liaison with local adjoining agencies, State and Federal partners;
*Represent the City with other external / internal stakeholders in professional settings;
•Performs project management duties for state and federal aid grant projects, including submission of grant applications and close coordination with the Virginia Department of Transportation (VDOT);
•Assists supervisor in developing the Public Works Services Division capital and operating budgets for bridges and other areas as requested.
•Manages the bridge inspection and repair contracts;
*Handles purchase orders, invoices, prepares, and evaluates cost estimates and evaluates change orders;
•Develops scopes of work, bid documents and specifications for bridge repairs;
•Coordinates with the Department of Project Implementation (DPI) and City Purchasing staff to award and execute contracts;
•Performs project management duties for T&ES as the project sponsor department, while working with the DPI project manager as part of the project team to fully design and construct large and complex bridge capital projects;
•Responds to community inquiries, requests for interpretations, or determinations involving bridges;
•Coordinates with other City staff as required on projects:
•Perform related work as required.

Minimum & Additional Requirements

Minimum Requirements:
To qualify as a Civil Engineer III, you must possess a bachelor’s degree in civil engineering or other related field, and five years of professional experience, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. 
 
To qualify as a Civil Engineer IV, you must possess a bachelor’s degree in civil engineering or other related field and eight (8) years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.   Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.

Preferred Qualifications

The Ideal Candidate 
To be considered as an ideal candidate one should meet the above qualifications and possess at least four additional years (nine years total) of experience in the practice of professional civil engineering. This experience must include at least four (4) years of experience in bridge design, maintenance, construction, and inspection and managing capital projects. The ideal candidate will have proof of completing the Safety Inspection of In-Services Bridges training or Bridge Safety Inspection Refresher training.
