Job Overview:
Performs professional, technical, and administrative work participating in the organizing, planning, design, construction, inspection, and maintenance of the Town’s water and wastewater infrastructure projects. Success is accomplished by preparing cost estimates, assisting in the preparation and review of engineering plans, specifications, and contract documents for a wide variety of water and wastewater projects, construction inspection, surveying and locating, and Computer-Aided Design. Other duties include assisting in the development of the annual capital improvement plan, preparing and maintaining records and reports, and researching improvement methods and techniques for a viable utility.

Essential Duties and Tasks:
  • Serves as project manager and point of contact for Town projects related to the Public Utilities Department. Types of projects will include but are not limited to residential/commercial development projects, administration, and design of public capital projects. 
  • Assists with planning and organizing water and wastewater infrastructure projects through asset management and capital improvements.
  • Works independently, departmentally, and interdepartmentally, to ensure success on Town projects.
  • Works independently and assists and participates in researching, planning, and applying for grant funding opportunities on various projects.
  • Supervises and oversees staff for locating various underground infrastructure.
  • Detailed review of development and construction plans and related documents, about public utilities, for compliance with Town standard specifications, adopted technical codes, State and Federal regulations, etc...
  • Designs or reviews projects, including administration of the bidding process, and seals plans with PE stamp as necessary; prepares engineering studies and reports. 
  • Review proposed development plans for compliance and make comments; may participate in pre-development meetings.
  • Serves as the project manager for Town water and wastewater projects and ensures efficient and thorough planning, design, construction, and inspection for the duration of each project.
  • Serves as point of contact for contractors and Town staff on project questions to ensure Town standards and specifications are being met or exceeded. 
  • Maintains project records and files for project funding requirements and internal fiscal responsibility.        
  • Assists and participates in training for the department.
  • Assists with direct oversight and project management, of various utility studies and capital construction projects.
  • Assists in review of development and construction projects and related documents, about public utilities, for compliance with Town standard specifications, adopted technical codes, and State and Federal regulations.
  • Represents the Town and establishes and maintains collaborative working relationships with state and federal agencies and other local units of government.
  • Assists with oversite projects that expand and enhance the Town’s systems.
  • Overseas inspection, construction, and completed projects.
  • Responds to requests for information from citizens, realtors, developers, and other interested parties for issues relating to Town projects; responds to a variety of citizen complaints, resolves conflicts with developers, contractors, and the general public.
  • Other duties as required. 
  • Work is performed under the general supervision of the Assistant Public Utilities Director and is evaluated based on conferences, review of completed work and records, and observation of demonstrated skills.
Knowledge, Skills, and Abilities:
  • Thorough knowledge of local, state, and federal laws and regulations, and the civil engineering principles and practices of water distribution, sanitary sewer collections, wastewater treatment, pumping stations, metering, and other utility systems appurtenances.
  • Considerable knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications for a variety of infrastructure projects.
  • Considerable knowledge of modern methods and techniques as applied to the design, construction, and inspection of Town water and wastewater projects.
  • Considerable knowledge of effective management practices including leadership, motivation, communications, delegation, discipline, performance review, and other practices.
  • Considerable knowledge of information technology to the work of the department. 
  • Working knowledge of operations, mechanical, electrical, and electronic trades as applied to water and wastewater infrastructure and equipment maintenance and repair.
  • Ability to analyze information and make effective decisions.
  • Ability to establish and maintain effective working relationships with Town officials, industrial officials, regulatory officials, contractors, other employees, and the general public.
  • Ability to prepare, present, and interpret cost calculations, complex records, and reports.
  • Thorough knowledge of applicable laws, regulations, guidelines, standards, and codes related to design and development; methods, materials, and techniques used in utility construction projects, and of design and legal requirements of assigned systems.
  • Thorough knowledge of the principles of project management and public financing, contracting, and budgeting, and local, State, and Federal laws and regulations impacting the department.
  • Thorough knowledge of Town ordinances regarding water, sewer, and development.
  • Thorough knowledge of Federal, State, and local laws, policies, and design criteria for water and sewer, including NC General Statutes, NC Administrative Code, OSHA, NC Division of Water Quality and NCDEQ regulations, NCDOT regulations and other codes, laws, and regulations.
  • Ability to effectively resolve citizen complaints and problems on the job site.
  • Ability to provide clear, concise, and professionally sound consultation on public utilities issues.
  • Ability to prepare comprehensive and concise technical reports, make effective public presentations, and communicate professionally and effectively with members of the public, the development community, and staff of other public agencies with minimum supervision.
  • Ability to use a variety of word processing, spreadsheet, database, or other system software, such as Microsoft Office, ESRI GIS, City Works, CAD, internet search engines, etc...
  • Exercise confidentiality and discretion for legal, politically sensitive, or private economic development items.
Requirements:
Physical Requirements
  • Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions. Must be able to perform light work exerting up to 25 pounds of force occasionally; and/or up to 10 pounds of force frequently or constantly to move objects. Must possess visual acuity necessary to inspect schematic drawings, prepare and analyze figures and data, and operate a computer terminal.
 Education and Experience
  • Bachelor’s degree in Civil Engineering or related engineering field from an accredited college or university.
  • Considerable experience as a P.E. that demonstrates successful work as a professional engineer in water and sewer utilities.
  • Or an equivalent combination of experience and education.  
Special Requirement
  • Possession of a valid North Carolina driver's license.
  • Possession or ability to obtain a Professional Engineer license within 12 months of hire date.
