PURPOSE: The ORISE STEM Workforce Development (ORISE-STEM-WD) Data Analyst will be a primary point of contact for quality and use of ORISE-STEM-WD applicant and participant data, as well as other supporting data, such as program data and publicly available data that enhance internal data. The individual in this position will help ensure that these data are a resource in meeting the overall business strategies of ORISE-STEM-WD and recommend changes to the data collections to improve their strategic value in meeting business objectives, if necessary. This person will perform complex data research and analysis to support business operations.

ESSENTIAL JOB FUNCTIONS:

  • Work closely with and assist ORISE-STEM-WD Senior Leadership, Zintellect and other relevant product owners or data system managers, ORISE-STEM-WD Managers, and ORISE-STEM-WD Program Specialists to ensure applicant and participant data are valid, reliable, and appropriate for current and future data calls for both internal objectives and external stakeholders, including federal agencies that oversee our work.
 
  • Monitor and regulate applicant and participant data and establish standards to ensure accurate characterization of ORISE-STEM WD Programs. 
 
  • Prepare regular weekly, monthly, quarterly, and annual applicant and participant data reports required by sponsors.  Manage data quality efforts, working with program staff to periodically clean and validate participant data. Quality check data based on established guidelines and procedures.
 
  • Prepare and present specialized data tabulations, including trends, descriptive statistics, crosstabs, and visualizations of these trends and statistics from systems such as Zintellect and APSS as needed by ORISE-STEM WD Senior Leadership and other Program Staff.
 
  • Identify and assess areas for improving data collection, maintenance, and sharing.  Create implementation plans for new initiatives.
 
  • Develop methods to standardize and automate recurring reports, including the use of interactive dashboards that can be used by program staff to improve efficiency and ease of generation. The process used will also allow for final Q&A checklists and automated identification of data errors prior to final report preparation.
 
  • Examine and identify data patterns and trends to help answer business questions and improve decision making, including the presentation of organizational data in the context of national comparison data (preparing data so that it will be comparable to national data on the science and engineering educational enterprise and workforce), with assistance from other WAE staff in analyzing national trends.
 
  • Conduct quantitative statistical analysis on data to answer research questions and improve decision making.

JOB REQUIREMENTS: 

Bachelor's degree in business, scientific, engineering, technical, education or related field and 3-5 years of job related experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.
 
  • A degree in applied math, engineering, statistics, information technology, or other analytical field that would require process and workflow analyses is preferred.
 
  • Experience with data cleaning (removal of duplicates, outliers, and invalidated data) and quality checking based on established guidelines for data acceptance is required.
 
  • Knowledge and proficient use of the Microsoft Office suite is required.
 
  • Extensive experience using spreadsheets, including the ability to use pivot tables, conditional formatting, and nested formulas is essential.
 
  • Use of relational databases and data analysis (including trends, descriptive statistics, crosstabs, percentiles, etc.) and graphical representation of data is essential.
 
  • Data collection and analyses will require a combination SQL scripting combined with other tools for data tabulation and visualization. Experience in SQL scripting is required and specific experience using Transact-SQL (T-SQL) within SQL Server Management Studio (SSMS) is preferred.
 
  • Use of R software, or another similar software/tool for data manipulation, calculation, and graphical display is preferred.
 
  • Experience building interactive dashboards that allow users to manipulate data with filters is a plus. MS Power BI and Excel Power Pivot are examples of tools considered for dashboard development.
 
  • This position will provide guidance to staff regarding systems, processes and procedures related to the collection and reporting of applicant and participant data, following all unclassified sensitive information protection and routine use requirements outlined in DOE and ORAU policy.
 
  • Experience with data archiving activities required for historical documentation and reporting of large databases.
 
  • Understanding of postsecondary education and internships, scholarships, and fellowships is a plus.

*The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
