Job Description:

The City of Newport is seeking a professional, experienced, dedicated, and hard-working individual to fill the position of City Engineer. This position will be responsible to plan, organize and direct the activities of the Engineering Department, and serve as the City Engineer. Provide effective direction, control. and management over key engineering functions including: infrastructure and utilities engineering, construction management, and development review. Implement the policies, and the goals of the City and report needs and programs to the Council, both in-person and through subordinate staff. Perform responsibilities as outlined in the Newport Municipal Code. Set standards, goals and performance expectations.

Qualifications:

MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:
Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be equivalent to a Bachelor's Degree from an accredited college or university with major coursework in civil engineering. Postgraduate work preferred. Three years of increasingly responsible and varied civil engineering experience including at least two years of significant supervisory responsibilities.
Special Requirements/Licenses:
  • Valid Oregon Driver's License at time of hire
  • Oregon Professional Engineers license (P.E.) at time of hire, or ability to obtain within 3 months of hire
KNOWLEDGE: Civil engineering principles and practices as applied to municipal public works, including water treatment, wastewater treatment, hydraulics, hydrology, environmental science, standards of geometric design for streets, pavements, and traffic control, including planning and development, design and construction, and operation and maintenance. Methods of preparing designs, plans, specifications, estimates, reports, and recommendations relating to a variety of public works projects. Codes, ordinances, resolutions, laws, recent developments, current literature and sources of information in municipal public works. Principles and practices of management and supervision. Principles and practices of leadership, motivation, team building and conflict resolution. Principles of budget preparations and expenditure control. Knowledge of the requirements to procure goods and services, especially bid document preparation, advertising, and award. Management skills to analyze programs, policies, and operational needs. Contract preparations and administration. Safety principles, practices and procedures. Operation and programs of a personal computer.

SKILLS: Plan, coordinate and prioritize a variety of engineering projects. Supervise and participate in the preparation and management of plans, drawings, specifications, diagrams, and sketches pertaining to public works construction and development projects. Analyze complex technical and administrative problems, evaluate alternatives, and implement creative but sound alternatives. Manage, direct, coordinate, and evaluate the work of professional and technical personnel. Interpret, analyze, apply and articulate relevant laws, rules, contracts, ordinances, regulations, and guidelines. Prepare and present clear, concise, and competent reports, both orally and in writing. Skill in the use of personal computers, various related software programs, and standard office equipment. Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Effective management and team-building skills, conflict resolution, and strong leadership. Exceptional interpersonal skills and strong oral and written communications skills with a variety of audiences. Competence in business English, spelling, and punctuation. Strong reasoning, analysis, and problem-solving skills, combined with excellent judgment and professionalism.

ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the public. Communicate clearly and concisely, both orally and in writing. Communicate complex material in a simple, understandable manner. Maintain effective audio-visual discrimination and perception needed for making observations, reading and writing, operating assigned equipment, and communicating with others. Ability to write work reports and maintain records and logs, read and interpret technical manuals, work orders, blueprints, diagrams, and sketches. Ability to analyze operational situations objectively. Ability to effectively supervise staff. Plan, organize, direct, and coordinate the work of staff. Supervise, train and evaluate staff. Delegate authority and responsibility. Determine the feasibility of various municipal projects. Coordinate design, construction, inspection, and maintenance activities for a variety of projects. Identify and respond to community issues, concerns and needs. Develop and administer goals, objectives and procedures. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, analyze and evaluate new service delivery methods, procedures, and techniques. Interpret and apply federal, state, and local policies, procedures, laws, and regulations. Ability to elicit information and cooperation from individuals and groups. Ability to honor the confidentiality required of this position. Ability to effectively function in an intense work environment with numerous interruptions and conflicting demands. Physical ability to perform the essential job functions.


Special Requirements/Licenses:

  • Must reside within 30 minutes of Newport City Hall within six months of hire

Physical Demands:

While performing the duties of this position, the employee is frequently required to sit, stand, bend. kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 20 pounds, and occasionally lift or move materials 50 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required about 60% of the work period while operating such equipment as computers. keyboards, telephones, standard office equipment, and motorized vehicles. Physical exertion may be required to move heavy objects, crawl through tight spaces. and kneel in confined areas. Physical effort may be required to perform heavy manual labor in confined and cramped spaces and uncomfortable conditions. climb ladders, bend, reach, and stand for long periods.
Requires the ability to recognize and identify similarities and differences between shade, degree or value of colors, shapes, sounds, forms, textures or physical appearance associated with objects.

Working Conditions/Work Environment:

Work location is an equal distribution between outdoors and indoors. Indoor work occurs under usual office working conditions. Outdoor work may involve exposure to dust, mud, uneven terrain, loud noises, confined spaces, and varying and extreme weather conditions. The employee is exposed to the risk of physical harm from hazards found in the field environment.

The employee is subject to 24-hour call back for emergencies.
