The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill a Structures Inspection Specialist (Transportation Specialist Advanced) for the Bureau of Structures!

The headquarters for this full-time position is home-based. The position requires frequent independent travel.

Position Summary
This position directs and administers the Remote Access Structure Inspection Program. This position is responsible for directing inspections, repairs, preventative structure maintenance, and rehabilitation of major state-maintained bridges statewide, including lift structures. This position conducts routine and in-depth structures inspections; develops preventative maintenance and repair actions; estimates costs and directs structure maintenance, repair, and rehabilitation action by contractors, district personnel, and/or local units of government. As a structure damage investigator, this position performs emergency inspections, develops design repair sketches, develops repair cost budgets, supervises field repair, and prepares final project report. This position is also responsible for management of major underbridge access equipment operating at heights up to 200 feet in the air, including development of depreciation schedules, inspection schedules, daily safety/maintenance schedules, and daily operation.

Salary Information
This position is in schedule-range 14-13 with an annual salary of $64,480 – $85,280 plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Travel Requirement

This position requires frequent travel on an independent basis throughout the state, including overnight stays in remote locations.

Commercial Drivers License (CDL)

This position requires a valid Wisconsin Commercial Driver License (CDL), Class “A”. Holders of the CDL are subject to pre-employment and random Drug and Alcohol Testing under Federal Regulations.

Successful completion of NHI 130055 Safety Inspection of In-Service Bridges

Successful completion of NHI 130078 Fracture Critical Inspection Techniques for Steel Bridges

Certified Bridge Inspector per WisDOT Structure Inspection Manual

Ability to frequently travel on an independent basis such as traveling 3 to 5 days a week to multiple locations in one day

Ability to work outdoors in conditions of heat, cold, humidity, dust, and to walk over rough terrain.

Ability to lift and carry objects such as tools or material samples.

Ability to work outside of normal working hours.

Ability to work in or near water, including safely working from a boat.

Bridge inspection requires a level of physical agility and strength plus the ability to work at heights up to several hundred feet above ground level safely. Access to inspection areas is gained by entering small access hatches and climbing or descending ladders and also requires crawling on beams and piers.  Safety equipment including harnesses and special self-contained breathing equipment may be required.  Some inspections require entering and riding in a special bucket suspended underneath the structure from a hydraulic boom on special bridge inspection machines known as a “Snooper” and “Reach-All”.

Fieldwork Requirement

In this position, fieldwork is required. This fieldwork can include working in all seasons, including adverse weather conditions and working in high volume traffic conditions, bending on a limited basis, and lifting approximately 50 lbs. and carrying this load approximately 50 feet over varying terrain.

Additional Special Requirements

This position requires the ability to occasionally work extended hours in excess of 8 hours per day and/or 40 hours per week, including working on Saturday and Sunday.

Hired candidates must be able to meet the DOT fleet standards for driving a state vehicle.

However, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may at times need to report to office locations in Wisconsin on short notice.

Qualifications
Qualified applicants will have experience with the following:

Experience with administrative activities related to construction equipment and vehicles (duties may include maintaining depreciation schedules, scheduling maintenance, daily safety inspections, equipment setup, reporting, etc.)

Experience operating construction equipment (construction equipment may include forklift, man lift, scissor lift, snorkel life, etc.)
