Job Description:

Performs quality control and assurance of contractor work for the repair, maintenance, and replacement of complex commercial building HVAC and plumbing equipment for a portfolio of over 250 critical commercial buildings comprising of over 12 million gross sq. feet of rentable space. Buildings include but are not limited to single story, multi-story and high-rise buildings. The incumbent will provide strong knowledge of commercial building complete mechanical equipment and systems. Ensures all contractor work as well as operations are compliant with the Virginia Uniform Statewide Building Code and state and federal regulation such as Department of Environmental Quality (DEQ), OSHA, and Environmental Protection Agency (EPA). This role requires good physical ability, as the engineer will spend 75% of their day in the field conducting inspections and driving to sites. Employees may perform other related duties to meet the ongoing business needs of the organization.

Note: This position is considered essential personnel, on-call or alternate shifts may be necessary to complete work assignments.

 


Employment Standards

MINIMUM QUALIFICATIONS:  
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, one year of professional experience in the appropriate engineering field.

Upon successful completion of four years of professional engineering experience, Engineer II employees are eligible for a non-competitive appointment to Engineer III within the engineering discipline for which they have been trained.

 
CERTIFICATES AND LICENSES REQUIRED: 
Valid driver's license.
HVAC Master

PHYSICAL REQUIREMENTS: 
Must be able to access sites, facility equipment rooms, ceilings, attics and roofs. Must be able to climb ladders. Must be able to communicate by telephone and computer. Must have eyesight adequate to review engineering plans. Must be able to discern color for review and monitoring of electronic systems. All duties performed with or without reasonable accommodations.

PREFERRED QUALIFICATIONS:
 
  • Fundamental knowledge of Trane, Siemens, Automated Logic, and Delta Building Automation Controls with 3 years operator experience.
  • Seven years of experience as the lead and accountable person for the maintenance, repair, and operation of complex commercial HVAC equipment in high-rise, mid-rise, and low-rise buildings with a portfolio of over 3 million square feet to include two years of supervisory experience.
  • Three years of experience supporting and overseeing commercial Facilities Maintenance HVAC contractors and contracts.
  • Demonstrated strong familiarity with operations and maintenance of mechanical, electrical, plumbing and HVAC systems supporting commercial buildings.
  • Good verbal and written communication skills.
  • Ability to read and understand HVAC and associated subsystems design documents to include blueprints, building plans, specifications, and warranties.
  • Possession of any of the following:  Journeyman HVAC License, Master Electrician License, NATE Certification, Journeyman Electrician License, Trane Tracer Summit Systems Operations, Trane Tracer Synchrony Operations, Trane Ensemble Operations, Siemens Desigo Operator, Siemens Insight Operator, Delta Red5 or DSC Operator, Uniform Mechanical Code Certification.

NECESSARY SPECIAL REQUIREMENTS: 
The appointee to this position will be required to complete a criminal background check, a pre-employment medical evaluation, and a driving record check to the satisfaction of the employer.  This position is considered "Emergency Essential Personnel."

SELECTION PROCEDURE:
Panel interview may include exercise.
