Job Description:

This position is a member of the Palm Springs Aviation Department and under the general administrative direction of the Department Head, directs, manages, and coordinates the day-to-day operations of the work of staff responsible for the activities and operations of the Department and assigned division. Provides department oversight, personnel management, and facilitates operational efficiency; performs the more technical and complex professional tasks relative to the assigned area of responsibility; provides highly responsible and complex administrative support to the Department Head and other City staff in areas of expertise; and performs related duties and assignments as required.
As a member of the City's unclassified service, this is an "at-will" position and serves at the discretion of the City Manager.

Examples of Essential and General Responsibilities

• Oversees, administers, and assists the Department Head in the management of assigned division and its operations.
• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
• Plan and coordinate, through subordinate level managers and staff, the division's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with staff to identify and resolve highly sensitive and/or complex problems.
• Responsible for planning, design, engineering, program, and construction management, and manages internal resources and contractors.
• Develops and monitors systems and procedures for contract administration to ensure compliance with technical and legal requirements; assists with bid documents; reviews proposals; participates in the selection of consultants and contractors; prepares, reviews, and approves contract documents, reports, plans, and specifications; estimates construction costs and time requirements; oversees the construction, inspection, and survey of various types of maintenance and construction projects; reviews and approves progress payments and change orders; reviews contract close out.
• Select, train, motivate, and evaluate division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; and respond to staff questions and concerns.
• Plans, organizes, directs, and reviews the work of professional and para-professional staff in the preparation of engineering plans, specifications, designs, cost estimates, and reviews; establishes requirements for various types of development projects, easements, and legal descriptions; reviews plan checks, construction inspections, and materials testing for a wide variety of construction and maintenance projects; performs aviation and traffic planning activities and studies.
• Reviews, evaluates, and tracks budget allocation, employee assignments, objectives, and performance of subordinate managers and supervisors.
• Implementing landside, airside, and cargo projects from planning through facility commissioning.
• Interacting and teaming with affected stakeholders, such as other Department of Aviation business units; airlines, concessionaires and car rental companies serving the airport and their liaison representatives; consultants supporting Planning and Development; federal agencies such as the FAA, TSA, CBP, and City staff such as the City Planning and Engineering Departments, and others.
• Leads the capital planning process and ensures it advances the highest priority projects while maximizing potential funding from all sources; evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions.
• Maintains Airport Safety and Security regulations current with FAA standards.
• Reviews and approves personnel actions including hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.
• Manages and coordinates special research requests, CIP projects, and other department initiatives; coordinates responses to the City Manager or City Council to provide accurate and timely results.
• Oversees, assists, administration of operating budget; recommends changes to Department Head to resolve budgetary problems.
• Identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication, and accountability.
• Represents the City at local, state, and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.
• Performs all other work as needed or assigned.
• Attends a variety of meetings including public, Commissions and City Council meetings.

Minimum and Preferred Requirements

Experience:

• Five (5) years of increasingly responsible experience in management-level planning, engineering, or related field, and at least one (1) year of these should be in a supervisory or lead role is required; for a public use airport is preferred.

Training:

• Bachelor's degree from an accredited college or university with major coursework in aviation management and planning, urban or regional planning, architecture, engineering, or related field or any combination of education and experience that provides equivalent knowledge, skills, and abilities is required.

License or Certificates:

• Possession of an appropriate valid California driver license with a satisfactory driving record is required.
• Possession of a Security Identification Display Area (SIDA) Badge, which is approved through the Federal Transportation Security Administration (TSA) is required.
• Accredited Airport Executive (A.A.E.) or International Airport Professional (I.A.P.) credential through the American Association of Airport Executives and/or Airports Council International is preferred.
• Professional Engineer (P.E.) preferred.
