Since 1925, Renewable Water Resources (ReWa) has been committed to providing high-quality wastewater treatment services to the Upstate of South Carolina while promoting a cleaner environment, protecting public health and the water quality of Upstate waterways, and developing the necessary sewer infrastructure to sustain our community and growing economy. With nine water resource recovery facilities and more than 350 miles of pipe, we serve a broad geographic area, including Greenville County and portions of Anderson, Laurens, Pickens, and Spartanburg Counties. Each day an estimated 42 million gallons of water passes through our trunk lines and reclamation facilities before being cleaned and returned to our area rivers and streams.
Job Summary: Pay range $80,000-$101,000 per year
The purpose of the position is to assist the Director of Resource Recovery, or assigned leadership, to plan, manage, and coordinate the functional areas of operational sustainability, resiliency, training, process quality and planning.  Also, to ensure compliance with strict water quality standards, and to perform other professional, technical, administrative, and managerial work as required. This position works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings. This position supports the stated Vision and Mission of ReWa, demonstrating and exemplifying ReWa values at all times.
 
About the Job
The tasks listed below are those that represent the majority of the time spent working in this position.  Management may assign additional tasks related to the type of work of the position as necessary.
General Responsibilities:
  • Develops and oversees the implementation of goals and objectives for assigned programs.  Assists in developing enterprise-wide goals and objectives. 
  • Uses creativity, foresight, and mature judgement in anticipating and solving unprecedented problems.
  • Makes decisions that have an important impact on extensive organizational activities.
  • Sets priorities and reconciles directions from competing interests.
  • Leads projects and initiatives of high complexity and scope, and programs with complex features.
  • Receives administrative supervision with assignment given in broad terms with general objectives and limits.
 
Supervisory Responsibilities:
  • Supervises organizational programs and teams.
  • Recommends equipment/materials, personnel and funding required to carry out those programs and initiatives.
  • Oversees the technical, regulatory, legal, and financial issues of an entire program or service within the organization.
  • Oversees ReWa’s WRRF continuous improvement program, and personnel to ensure program compliance, efficient and cost-effective operation.
  • Develops standards and guidelines.
  • Determines program objectives and limits.
  • Manages and reviews the work of assigned staff for completeness and accuracy.  Managerial duties include scheduling and coordinating activities; instructing; assigning and allocating personnel; maintaining standards; employee development and coaching; conducting annual reviews; selecting new employees; and acting on employee problems including disciplining and discharge.
 
Daily Tasks and Responsibilities:
  • Plans, organizes, and implements process quality, optimization, and sustainability to include technical process quality support and troubleshooting assistance, compliance audits, SCADA/WIMS/CMMS support, procedural/process training, administrative/data management services, asset replacements and management strategies. Coordinates investigative/reporting services, as well as hazard mitigation and resiliency planning and preparedness. Reports program progress and provides technical expertise and advice to senior leadership.
  • Provides engineering and operational assessment, analysis, and support for treatment processes to ensure efficient and effective operations and facility compliance with applicable laws and regulations.
  • Provides technical support and leadership for special projects and initiatives associated with the WRRFs to support ReWa’s Mission.
  • Aides in the support of engineering studies related to process improvements, new technologies, sustainability, and biosolids operations. Identify WRRF-related study needs, negotiate scope and fee and contract with consulting engineers, guide direction of projects, and manage budget and schedules. Maintain status of study projects by documenting project milestones, metrics, and communications.
  • Develops and administers the assigned program budgets; approves expenditures and prepares related records and reports.
  • Participates in the identification and prioritization of WRRF capital improvements and development and implementation of WRRF capital projects related to assigned programs.
  • Participates in review of engineering studies, recommendations, and designs for new or modified WRRF and biosolids processes.
  • Facilitates development and approval of training manuals, study guides, operations manuals, process quality guidelines and other instruction materials as needed for staff or coordinates the development or procurement thereof. 
  • Facilitates quality support activities, including conducting process and procedural audits, internal and external, of treatment facilities and ensuring proper documentation.
  • Provides oversight and direction for the effective continued implementation of Cityworks CMMS for asset management.
  • Facilitates the administration and effective use of WIMS and/or other data management software for real time data analysis of facility operations.
  • Assesses, develops, and ensures training program is adequate for assigned staff and/or other ReWa employees for environmental certification, procedural and operational requirements.
  • Monitors employees’ adherence to ReWa’s safety program.
  • Evaluate newer and emerging technologies for their applicability for providing continuous improvement opportunities to WRRF operations.
  • Attends meetings, training, conferences, seminars, etc., as appropriate to enhance job knowledge and skills.
  • Ability to review and understand engineering drawings and manage and enforce services contracts.
  • Coordinates assigned activities and functions with those of other agency divisions, departments, and outside agencies as appropriate.
  • Maintains effective public and intergovernmental relations.
  • Compiles data for and prepares various records, reports and recommendation for the division, Agency and outside agencies as required.
  • Receives and responds to inquiries, concerns, complaints, and requests for assistance from customers and the general public regarding areas of responsibility.
Serves on call 24 hours per day to ensure environmental and regulatory compliance, safe operations, and uninterrupted service for customers.
 
Basic Requirements:
  • Requires an accredited BS degree in civil, environmental, chemical, or biosystems. 
  • Must possess a South Carolina “A” Biological Wastewater Operator Certification within two (2) years of employment.
  • Must possess a valid state driver’s license.
  • Knowledgeable and experienced with Continuous Improvement tools and tactics.
  • Requires five (5) years of progressively responsible industry and project management experience and at least two (2) years of demonstrated leadership experience.
  • Experience in compiling and administering an annual operating budget.
  • Ability to compose professional emails and correspondence; develop complex spreadsheets; review, graph, and trend data.
  • Lean Six Sigma Black Belt Certification is strongly encouraged for this position.
