Since 1925, Renewable Water Resources (ReWa) has been committed to providing high-quality wastewater treatment services to the Upstate of South Carolina while promoting a cleaner environment, protecting public health and the water quality of Upstate waterways, and developing the necessary sewer infrastructure to sustain our community and growing economy. With nine water resource recovery facilities and more than 350 miles of pipe, we serve a broad geographic area, including Greenville County and portions of Anderson, Laurens, Pickens, and Spartanburg Counties. Each day an estimated 42 million gallons of water passes through our trunk lines and reclamation facilities before being cleaned and returned to our area rivers and streams.
Job Summary: Pay: $77,000.00 - $95,000.00 per year
Under limited supervision and oversite, this position is responsible for project administration and management of simpler, less-complicated wastewater conveyance and treatment plant projects within the capital project program to include activities to ensure projects meet the needs of ReWa, meet budgetary and schedule goals, and meet approved plans, specifications, and standards. This position exercises some discretion and judgment with respect to the preparation of professional service contracts and reviewing and processing invoices for engineering services, construction contracts, supplies, materials, miscellaneous services, etc.
About the Job:
The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary.
  • Performs professional engineering work in coordinating the planning, design permitting, and construction of in-house projects. Prepares scopes of work, cost estimates, plans and specifications; research project materials and equipment needed; prepares contracts for bidding; and performs construction observation and administration. 
  • Manages the work of consultants and contractors on assigned projects; reviews and approves requests for payment. Provides guidance and direction for revision of prepared studies, hydraulic models, draft letters, cost estimates, design drawings, specifications, preliminary layout plans, etc.
  • Inspects construction work in progress and at completion for compliance with established policies, procedures, regulations, codes, contracts, and standards of quality and safety; ensures compliance with all NPDES permit requirements. Oversees installation and start-up processes.
  • Tracks and manages in-house and consultant projects from planning phase to finished working product.  Maintains status of project using appropriate ReWa Tools.
  • Provides technical assistance and troubleshooting for various ReWa department staffs as needed.
  • Receives and responds to stakeholder inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility.
  • Represents ReWa at various civic, professional and community meetings as required to discuss department programs and projects.
  • Prepares engineering documentation and presentations for proposed projects to the Board of Commissioner, O&P Committee, and other appropriate committees and organizations for their review and approval.
  • Interacts and coordinates projects with other utilities and local and state regulatory agencies relative to permits, construction standards and property acquisitions.  Ensures Department project compliance with all applicable laws, regulations, policies, procedures, and standards of care.
Basic Requirements:
  • Must possess a valid state driver’s license.
  • Requires an accredited bachelor’s degree in civil engineering, Environmental Engineering, or closely    related field.
  • Must possess a combination of the following experience and certifications:
    • Professional Engineer registration with a minimum of four (4) years of engineering experience with increasing levels of responsibility managing engineering projects and overseeing the technical work of others OR
    • Six (6) years of engineering experience with increasing levels of responsibility, four (4) years of which should be in a role of managing engineering projects and overseeing the technical work of others.
