Job Summary:
Under the direction of the Engineering Director, responsible for project-related administration and management of the intensely specialized field of wastewater system engineering. Oversees growth and development projects with in the ReWa service territory and plans for necessary ReWa capital projects based on this growth.  Coordinates and oversees the capital project program activities to ensure projects meet the needs of ReWa, meet budgetary and schedule goals, and meet approved plans, specifications, and standards. The position plans, organizes and implements programs within major organizational policies, reporting program progress to senior-level administration through reports and conferences.

Essential Responsibilities:
  • Plans and oversees the management of the organization’s capital improvement program using foresight, creativity, and mature judgement in anticipating concerns and solving problems.  Set program priorities and reconciles directions from competing interests. Coordinates program needs with other departments involved in aspects of the program’s implementation.
  • Oversees the technical, legal, and financial issues of an entire program or service within the organization. Provides expert-level technical support to ReWa senior leadership and all department staffs.  Develops and reviews organizational standards and guidelines of the program for continuous improvement and implements program requirements for ReWa and subdistricts in an economically feasible plan that protects the environment. 
  • Directs the regulatory permitting process by reviewing and approving development permit application packages for compliance with ReWa standards. Responsible for assisting and guiding developers with planning, design, permitting and construction of development sewer projects.
  • Maintains professional awareness of evolving environmental policies, regulations, and legislation to determine and direct program objectives and limits. Develops and maintains technical procedures; identifies and corrects deficiencies.  Coordinates developer and intergovernmental agreements for coordination of projects and funding, as applicable.
  • Supervises and oversees the work of assigned engineering staff to include controlling and guiding their behaviors as related to the achievement of group goals.  Responsibilities include instructing, career planning, reviewing, maintaining standards, coordinating activities, allocating personnel, assisting with the selection of new personnel.  Offers training professional development, and assistance as needed to employees.  Assists with employee problems and recommends employee discipline as appropriate. Evaluates the performance of subordinate staff; offers advice, mentoring and assistance as needed.
  • Facilitates the development and oversees the management of program capital and operating budgets; ensures effective and efficient use of budgeted funds, personnel, materials, facilities, resources, and time. Provides technical background and justification support for CIP budgets. Makes decisions and recommendations that are authoritative and have an important impact on extensive organizational activities. 
  • Plans and develops the annual, 5-year and 20-year capital expenditure plan of future wastewater infrastructure, facilities and flow-monitoring needs based on program priorities.  Reviews and processes contracts and invoices for engineering services, construction contracts, supplies, materials, miscellaneous services, etc. 
  • Reviews and approves service population projections, estimates wastewater discharge projections, inflow, and infiltration (I/I) for master plan studies; prepares maps and visual aids.  Uses information collected to plan, prioritize, and evaluate priorities for the CIP.  Oversees implementation of project management tool to track metrics for CIP program.
  • Leads a program with complex features and projects of high complexity and scope.  Manages projects to ensure timely completion and compliance with policies, procedures, and standards of quality and safety.  Performs professional engineering work for in-house projects and manages the efforts for consultant-engineered projects.  Assists in the preparation of professional service contracts, providing guidance and direction in the design of wastewater treatment and/or collection/conveyance facilities.  Reviews studies, cost estimates, models plans and specifications for accuracy and completeness and to provide guidance, direction, suggestions, etc. Tracks and manages projects and overall program implementation. 
  • Interacts with other utilities and local and state regulatory agencies relative to permits, construction standards and rights-of-way as required.  Ensures project compliance with all applicable laws, regulations, policies, procedures, and standards of care.
  • Possesses exceptional oral and written communication skills. Prepares and presents complex engineering concepts in a way easy to understand for the Board of Commissioners, stakeholders, and the public. Demonstrates skill in persuasion and negotiation of critical contracts, regulations, and issues.
  • Routinely represents ReWa and interacts with clients, customers, contractors, officials, governmental councils, and others regarding the business of the organization.  Initiates and maintains extensive contact and relationships with key engineers, outside officials, organizations, regulators, and stakeholders. 
Essential Skills & Experience:
  • Requires an accredited bachelor’s degree in Civil Engineering, Environmental Engineering, or closely related field.
  • Must possess a Professional Engineer registration in the state of South Carolina or the ability to obtain within six months of employment.
  • Requires a minimum of fifteen (15) years of progressively responsible engineering experience of increasing complexity, supplemented by six (6) years of which should be in a role of directly supervising other engineers OR supplemented by twelve (12) years overseeing the technical work of others.
  • Must possess a valid state driver’s license.
