The City of San Rafael is seeking a strategic and organized Assistant Public Works Director/City Engineer (Assistant Director) to fill a critical leadership role in the Department of Public Works (DPW). This individual will be a visionary leader and motivator, keeping essential City projects moving forward to successful completion. The key responsibility of this position is to oversee all three divisions within Engineering: Capital Improvement Program (CIP), Traffic, and Land Development. They will develop their team as a manager and mentor, answering questions and making important decisions about project budgets and timelines while making technical recommendations. The Assistant Director reports directly to the Director of Public Works (Director) and oversees 11 engineers as well as external consultants who will support the Department’s design work. THE JOB
The Assistant Director supports the DPW with project selection, budget management, and coordination with other departments. They will serve as a technical advisor to engineers while communicating effectively with other departments and executive leadership. This leader will oversee the design, construction, and project timelines of Capital Improvement Projects; manage City repairs and maintenance projects; and review drawings and land maps for engineers. The Assistant Director will ensure compliance with the Public Contracts Code, Federal and State laws, local ordinances, and regulations, and manage the respective budgets for all three engineering divisions: Capital Improvement Program (CIP), Traffic, and  Land Development.
 
The Assistant Director will meet and work with department and organizational leadership, elected officials, the Planning Commission, homeowners’ associations, and professional associations to drive projects forward, support administration and staff, problem solve, and advise. Working with the community is a must in this role. This candidate will present in public forums, receive and resolve complaints from the community, and work collaboratively toward creative solutions.
 
THE IDEAL CANDIDATE
The ideal candidate will understand the practices and principles of civil engineering and municipal engineering. They will also have experience in organizational planning and budgeting for the design and construction of public works projects. Beyond technical knowledge, the ideal candidate will bring a fun and engaging attitude while managing teams. They will have a proven track record of leading, motivating, and inspiring others and finding ways to get to “yes.” They possess a flexible mindset while in the process of managing important deadlines and discussing changes. The successful candidate will be a highly effective coordinator of people, encouraging them to bring their best to work every day.
 
 
EMPLOYMENT STANDARDS
Sufficient education, training, and/or work experience to demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through:
  • Bachelor’s degree in civil engineering from an accredited college or university
  • Registration as a Civil Engineer (State of California preferred)
  • Eight years of increasingly responsible experience in public works engineering or construction; including two years in a managerial position
  • Valid California Driver’s License
 
 
Salary and Benefits: Annual salary of $154,632 - $187,956 DOE/DOQ, plus an attractive benefits package
 
This role is a part of the Unrepresented Mid-Management Unit.
