Job Description:

The Fairfax County Department of Public Works and Environmental Services (DPWES) is seeking a Senior Engineer III, an engineer or architect who is highly motivated, a team player, and is able to work in a fast-paced collaborative team environment to provide outstanding customer service to using agencies and project stakeholders, and to continue be the provider of choice for project delivery countywide.

The project manager is responsible for the following:

  • Perform all aspects of project management including design consultant and construction contractor procurement, with responsibility to ensure safety, quality, timely delivery, and cost effectiveness of assigned projects.
  • Has the lead role in customer service interface, stakeholder and community coordination, and associated project status reporting.
  • Provides technical and quality control reviews during all phases of design, and coordinates to ensure performance of all required regulatory and quality control inspections during construction.
  • Plays a role in managing procurement and coordinating the pre-construction services for projects using the CMAR process. This position may also play a role in coordinating the division's strategy and performance related to sustainability and energy efficiency. Attends appropriate safety training and promotes a culture of safety on construction sites as well as within an office setting. Complies with CAP's safety program and guidelines.
  • Responsible for the overall management of project planning, design and permitting phases for larger scale projects with emphasis on professional services procurement and contract management and overall management of project schedule, budget, design quality, value engineering, sustainability, and customer interface; and/or to Serve as construction manager responsible for overall construction contract procurement and management for larger scale projects with emphasis on contractor coordination, safety, schedule management, change order negotiation, inspections, pay requests, and project closeout.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field. 

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license. 
  • Possession of a valid Virginia Professional Engineer or Architect license. 
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. At least four years of project management experience on various scale projects ranging from small interior renovations to upwards of 50,000 SF of new build. Experience includes planning, scope, budget development, site assessment, coordinating land acquisition, consultant selection, negotiations, contract management, design, quality control, and construction administration.
  2. Management experience with the approval and permitting phases of the development process, including land use and entitlement process to ensure approvals are in line with county proprietary and regulatory requirements.
  3. At least two years of experience of local, federal, and state building and site development codes.
  4. Experience with financial and budgetary planning at the project level.
  5. Information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint, and Project.

PHYSICAL REQUIREMENTS:
Must be able to physically navigate rough and slippery terrain found at typical construction sites to perform field inspections at project construction sites or potential sites for future facilities to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping and fall hazards, sudden movement of heavy equipment. Ability to participate in and understand verbal conversations at typical speaking volume and pace as well as respond to audio alarms and verbal warnings on construction sites, over the phone, and in the office workplace. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to use computers/computer software for communication, report generation, electronic file-keeping, project metrics analysis, and project tracking purposes. Able to safely climb ladders up to 25 feet per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Ability to lift 30 pounds overhead. All duties performed with or without reasonable accommodations.
