Civil Engineer (Engineering & Public Works)

STARTING SALARY RANGE:  $75,253.00 - $92,196.00 annually dependent on qualifications. The salary range for this position is $75,253.00 - $109,139.00.

JOB SUMMARY:

This position manages the implementation of a variety of capital projects, performs technical review of engineering design; prepares plans and specifications for capital projects; recommends hiring and manages consultants and the associated professional agreements to provide project design and construction services; manages and directs contractors on an array of capital improvements projects. Provides technical assistance to support all divisions within Public Works and works with other management personnel to plan, evaluate and assist in the development and administration of projects and programs.  

 

The ideal candidate for this role will have a strong work ethic and will need to effectively and clearly communicate to a full range of people.  We are looking to add a team member capable of managing and prioritizing multiple projects within the department and the ability to problem solve efficiently.

 

JOB DUTIES:

1.    Manages, directs and supervises Village construction projects, often multi-million dollar valued projects, including but not limited to concrete and bituminous roadway reconstruction, bridge replacement and rehabilitation, box culvert replacement, watermain, street lighting, utility, and bike path projects, utilizing Village, State and Federal Funding.  Manages, directs and grants approval to contractors with regards to their scheduling operations; coordinates all utility relocations with the various utility companies to ensure their facility relocations are completed prior to construction.
2.    Plans, recommends budget, and implements public improvement projects, reviews capital improvement plans and specifications to ensure compliance with Village, Illinois Department of Transportation, Cook County Division of Highways, Illinois State Toll Highway Authority, and Federal standards.
3.    Works directly with representatives of other Village departments and governmental agencies on new capital improvement projects to coordinate the review and/or design process for new projects, and prepare recommended changes to capital improvement plans and specifications and provide expertise as needed.   
4.    Supervises consultants’ work relating to Village design and construction projects.  Prepares Request for Qualifications and Proposals (RFQ’s and RFP’s) and recommends the hiring of consulting firms; supervising these consultants on a wide range of professional contracts throughout the design and construction process. Reviews and approves change orders and invoices for consultant payment.
5.    Represents the Village in a professional manner in interactive public relations with residents, businesses, other agencies, special interest groups, and the general public.  Works directly with residents and businesses by answering questions and resolving complaints.  
6.    Supervises contractors during the construction project, reviews and approves change orders and invoices, processes payment to contractor for work approved and performed.  Be available for construction activities, inspection and oversight outside of normal working hours.
7.    Prepares committee reports and presents these reports at Village committee meetings as required or as directed by the Engineering Division Manager or the Director of Engineering and Public Works. 
8.    Supervises and coordinates final construction inspections with Village staff, compile inspection comments, follow up with contractor to ensure all punch list items are corrected, make recommendations to Engineering Division Manager and/or Director of Engineering and Public Works for final sign off, release of bonds, and acceptance of public improvements.  
9.    Coordinates, applies for and secures outside funding with CMAP, NWMC, State, other Federal agencies; prepares intergovernmental agreements; prepares project budgets, manages multiple funding sources, prepares and obtains required Village or outside agency signatures for approvals, permits and documentation; prepares final paperwork for Federal Projects utilizing grant funding, MFT funding and other funding sources; prepares final invoices for submittal to various governmental agencies for payment;  provides project updates.
10.    Performs other duties as assigned.


QUALIFICATIONS:
1.    Bachelor of Science Degree in Civil Engineering.
2.    A minimum of two years of significant experience and knowledge in the field of civil engineering, such as that gained with a Village or City Engineering Department, an engineering consulting firm, other governmental agency, or as a contractor specializing in engineering design and construction for public improvement projects. Experience in construction management preferred.
3.    Registered Professional Engineer in Training (EIT) with the State of Illinois. Licensed Professional Engineer (PE) with the State of Illinois preferred.
4.    Possession of a valid driver’s license. 
5.    Proficiency with current computer technology, job specific software, and customer service systems preferred.
