Washington State Department of Transportation (WSDOT) is currently seeking a team-oriented person to fill a Project Financial Specialist vacancy. Serving as a statewide technical program specialist, this position performs final review and analysis of documentation required to authorize funding for transportation projects funded through the Capital Program Development & Management (CPDM) division. Projects include most of WSDOT’s capital projects, and operating projects with Federal Highway Administration (FHWA) funds, otherwise known as federal aid funds. The Project Financial Specialist is responsible for evaluating. processing, and approving of work order authorizations (WOA)/spend authorizations that allow the statewide expenditure of over $5 billion dollars per state biennium in state and federal funds. In addition, the person in this role will initiate and modify federal aid project agreements (FAPAs) with FHWA, including certification that funds are available, and the project scope meets federal program requirements. This specialist will also independently analyze data submitted for project scope, schedule, and budget change requests to determine whether these actions are in compliance and can be accommodated financially. The duties performed in this role require the ability to interpret state and federal laws, rules, and other policies and knowledge of technical engineering policies, practices, procedures, and standards.
