This pivotal role entails the following responsibilities:

  • Coordinating the entire project lifecycle, managing various wastewater projects, and ensuring compliance with regulations and industry standards. The position also involves collaborating with cross-functional teams, conducting project evaluations, fostering relationships with stakeholders, and providing leadership to project teams. Staying updated on industry trends and preparing comprehensive reports are also important responsibilities.
  • Projects include design and construction for major and complex wastewater treatment, collection and transmission, sanitary sewer, and pump stations.
  • Manages all aspects of planning and procurement of professional services during the design and bid phases.
  • Manages construction contracts to ensure quality, timely delivery, and cost effectiveness. Avoids claims, resolves/negotiates contract disputes, and solves complex engineering and construction problems.
  • Reviews inspection reports and takes any appropriate action necessary to correct conflicts or deficiencies.
  • Occasionally responds to sanitary sewer emergencies when engineering consulting services and/or construction contracting resources are needed.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field. 

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license. 
  • Possession of a valid Virginia Professional Engineer or Architect license. 

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. At least three years of experience in planning, budgeting, design, construction, project management, and construction contract administration of wastewater treatment and collection projects.
  2. Knowledgeable of various wastewater treatment and collection processes and operations.
  3. At least three years of experience applying local, state, and federal environmental regulations.
  4. At least three years of experience in managing multiple capital projects concurrently.
  5. At least three years of experience in conducting public meetings on capital project issues.
  6. Advance experience with Microsoft Office software (Word, Excel and PowerPoint).
  7. Intermediate information technology skills including AutoCAD, GIS, MS Project/Primavera.

PHYSICAL REQUIREMENTS:
Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Ability to hear and properly respond to typical construction alarms and verbal warnings on active construction sites. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to lift up to 30 pounds with assistance. Able to safely climb construction ladders. All duties performed with or without reasonable accommodations.
