The role: 
 
Apply today to be an assistant resident engineer in The Dalles! In this role, you will assist the resident engineer in leading the construction crew to ensure daily contract compliance with plans and specifications on all construction projects. This includes overseeing administrative functions of the office and directing the daily activities of 6 or more field construction staff in the performance of inspection, field engineering, surveying, quality and quantity documentation, contract change order negotiations and preparation and other related work. You will also support project development by participating in scoping and project development teams.
 
The goal of this recruitment is to fill this position at a professional engineer 1 level. However, we encourage candidates who meet the minimum qualifications for an associate in engineering 2 ($4,750- $7,366 monthly) to apply, as we may consider underfilling the position until the selected candidate acquires a professional engineer's license. Underfilling will not exceed six months.

A day in the life:
  • Administer field construction contracts, including highways, major interchanges, buildings, traffic signals, bikeways, bridges, rail and airport facilities.
  • Establish and maintain responsible and effective relations with contractors and their representatives assigned to the projects through frequent communication over the phone, email and in person.
  • Assure that contractors adhere to plans and specifications by monitoring inspectors and survey crews and by conducting inspections and ordering and observing tests and samples.
  • Assign work to staff and adjust assignments to meet contractor schedules and staffing levels.
  • Direct and review contract administration functions in the office including preparing weekly and monthly reports, monthly progress estimates for payments to contractors, quantity and quality test summary reviews and semifinal estimates.
  • Initiate, negotiate and review proposed contract changes such as time extensions, claims, change orders and extra work orders.
  • Review contractor generated project schedules for accuracy and achievability and create construction schedules for projects in the development process.
  • Assist the resident engineer in training staff, counseling employees, resolving complaints, recommending commendations and implementing established personnel policies.
  • Works with local authorities, city, county, state and federal agencies in planning, developing and coordinating construction projects.
  • Monitor contractor Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO), on the job training and subcontractor compliance. This includes assuring meaningful commercial useful function reviews are completed on all DBE's.
  • Work is performed in an office and in the field and requires periodic travel and working near traffic and construction equipment.

What we need for a professional engineer 1:
A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering.
 
Note: If registered in another state, successful applicants will be required to obtain professional registration in Oregon within six months of hire.
 
What we need for an associate in engineering 2 (underfill):
Completion of and passing score on the Fundamentals of Engineering (FE) exam and one year of experience applying professional engineering theory, principles and methods.
 
To be eligible for the associate in engineering 2 underfill option, a candidate must have passed the professional engineer (PE) exam at time of application and must have their valid professional engineer's license (the ability to stamp) within six months of hire. In most cases, this will mean applicants must have already met all PE licensing requirements (e.g. completed required education and training, passed the FE and PE exams, etc.) and submitted their complete PE license application to the PE licensing body.

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Ability to establish and maintain professional and collaborative working relationships.
