This position performs professional engineering work as the manager of the Local Program in Systems Planning and Operations Section (SPO) for the North Central Region (NCR). This position leads (or assists and performs duties for) the development, implementation, and management of the region’s local programs.
This position must develop and maintain (or assist in developing and maintaining) professional and cooperative working relationships with the central office, other units within SPO, and other region sections, units, and teams. This position functions as a region liaison with the Bureau of Transit and Local Roads and the Bureau of Financial Management in project programming, scheduling, and auditing matters. This position also interacts with the regions section chiefs, supervisors, engineers, and other technical and administrative staff in managing several aspects of financial analysis and planning, providing interpretation, review, and recommendations of programming and financial policies, practices, procedures, and problems.
Direct contact with high-level public offices, local, county, and regional government program managers, private developers, consulting engineers, business owners, and individual members of the public is frequent. Due to the significant economic, community, and transportation system impacts from Statewide Multi-Modal Improvement Program (SMIP) and Transportation Economic Assistance (TEA) decisions, strong engineering knowledge along with sound decision-making skills is required.
