The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill a Program Management and Roadside Facilities Section Chief (DOT Engineering Chief) vacancy in the Bureau of Highway Maintenance!

This full-time permanent Career Executive position will be headquartered in Madison!

Position Summary
This position manages the Program Management and Roadside Facilities Section, leading the day-to-day program administration demands of the Bureau of Highway Maintenance. The program totals roughly $250 million worth of services split between two separate appropriations to operate and maintain the state trunk highway system.  The program is delivered through agreements with local governments (primarily counties), private contracts, and state forces.  This position provides statewide guidance and support for these contractual services and programs, serving as a primary budget and financial resource for the Bureau of Highway Maintenance (BHM) and the Bureau of Traffic Operations (BTO).

This position plans for administration of private contracts and agreements with the County Highway Departments. In addition, this position plans and directs staff services to formulate, approve, and control expenditures for calendar year budgets for state highway maintenance and traffic services provided by the counties as well as other service providers. This position also plans and directs section staff services to formulate, approve, and control expenditures of fiscal year budget for state highway maintenance and traffic operations appropriations. This position oversees programs that formulate, direct, and administer computer applications to automate the state highway maintenance program, including asset management systems and performance measurement systems. In addition, this position supervises the establishment of policies for determination of administrative procedures and cost agreements with county service providers, including the annual machinery rental rates and agreements for county equipment. This position also provides financial management and administrative leadership and guidance for other program activities accomplished within BHM that are funded from other improvement or capital programs, as well as provides administrative leadership for the procurement of state-furnished materials.

This position also manages the Roadside Facilities Program, which provides the capital improvement, design, and construction administration, day-to-day operational and maintenance oversight, and sponsorship activities. In addition, it manages technologies and techniques that support safety rest areas, seasonal waysides, safety and weight enforcement facilities, and other roadside facilities that are part of the overall state highway system. This position provides leadership for cooperative efforts with the enforcement community related to commercial vehicle safety and weight enforcement. This position also supports a key business relationship with the service providers for custodial services at roadside facilities. A critical component of this area is working with the Bureau of State Highway Maintenance to develop and review the Roadside Facilities (RSF) improvement program and ensure the engineering sufficiency of the facilities. With the overall program objectives in mind, this position ensures that the direction, directives, work operations, and delivery timeframes and budget are in conformance with the overall improvement plan, that they display sound engineering judgement, and that they are utilizing available best practices and innovation to meet the needs of users while maximizing economy of budget.

Salary Information
This position is in schedule-range 81-02 with an annual salary of $87,360-$101,650, plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications
Minimum Requirement – A valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state.

Qualified applicants will also have experience with all the following:

Experience developing, managing, and implementing a program budget. Experience may include identifying and analyzing budget issues; overseeing development of specialist budgets; prioritizing allocation of funds; etc.

Experience with policy development and/or analysis. Activities may include preparing new policies, revising existing policies, providing guidance to management on policy interpretation, presenting policies to internal and/or external groups for review and approval, etc.

Experience leading a team of professional staff in formal or informal capacity. Experience may include acting in a formal supervisory role, leading a project team on a large scale, or acting as a lead worker for a unit/area.  Activities may include coaching, mentoring, reviewing/analyzing work, assigning workloads, directing work, assessing employee performance, motivating staff/team, facilitating discussions, etc.

Experience collaborating with a diverse group of stakeholders including external and internal parties (stakeholders may include a division, bureau, partner agency, the public, media, etc.)
