The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill the Local Program Manager (Civil Engineer Transportation Senior or Advanced) vacancy in the North Central Region.

This full-time position can be headquartered in Wisconsin Rapids or Rhinelander.

Position Summary

This position performs professional engineering work as the manager of the Local Program in Systems Planning and Operations Section (SPO) for the North Central Region (NCR). This position leads (or assists and performs duties for) the development, implementation, and management of the region’s local programs.

This position must develop and maintain (or assist in developing and maintaining) professional and cooperative working relationships with the central office, other units within SPO, and other region sections, units, and teams.  This position functions as a region liaison with the Bureau of Transit and Local Roads and the Bureau of Financial Management in project programming, scheduling, and auditing matters.  This position also interacts with the regions section chiefs, supervisors, engineers, and other technical and administrative staff in managing several aspects of financial analysis and planning, providing interpretation, review, and recommendations of programming and financial policies, practices, procedures, and problems.

Direct contact with high-level public offices, local, county, and regional government program managers, private developers, consulting engineers, business owners, and individual members of the public is frequent.  Due to the significant economic, community, and transportation system impacts from Statewide Multi-Modal Improvement Program (SMIP) and Transportation Economic Assistance (TEA) decisions, strong engineering knowledge along with sound decision-making skills is required.

Salary Information

The Senior level is in schedule-range 14-13 with an annual salary of $69,264 to $86,902plus excellent benefits.

The Advanced level is in schedule-range 14-13 with an annual salary of $77,168 to $93,350, plus excellent benefits.

A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Minimum requirement: Upon hire, candidate must have graduated from an ABET accredited college or university with a 4-year degree in Civil Engineering or a related engineering field, OR possess an Engineer in Training (EIT) credential, OR possess a Professional Engineer (PE) credential.

A minimally qualified candidate will also have at least 4 years of professional engineering experience in design, construction, or maintenance of transportation projects after receiving a degree from an ABET accredited University.

In addition to the above:

To be eligible at the Advanced level, candidates must have a valid Professional Engineering (PE) registration and the ability to obtain a Wisconsin PE registration within 3 months if PE registration is from another state.
