Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

 

The Opportunity

WSDOT is eager to hire a program manager to serve as our next Technical Program Specialist. This position will plan, organize, coordinate, deliver, and evaluate WSDOT’s Northwest Region (NWR) highly specialized Maintenance Training Program. As the Technical Program Specialist, responsibilities will include the direction and supervision of staff and vendors who deliver front-line training activities in multiple general and specialized maintenance areas of practice, including legally mandated, technical, and employee developmental training. The successful candidate appointed to this unique position will serve a vital role in support of WSDOT’s mission to provide safe, reliable, and cost effective transportation options to improve communities and economic vitality.  
 
What to Expect

Among the varied range of responsibilities held within this role, the Technical Program Specialist will:

  • Develop and administer program budgets and conduct training needs assessments. 
  • Research, design, and develop curriculum. 
  • Organize, schedule, and coordinate program delivery as well as measure, monitor, and document program results. 
  • Ensure program goals are achieved. 
  • Maintain thorough knowledge of legal, technical, and developmental training policies, practices, procedures, and standards. 
  • Support NWR Maintenance Superintendents to ensure training needs are met. 
  • Evaluate developmental needs and create curriculum to help address those needs. 
  • Assists in recommending, developing, and implementing new strategies for more effective training program delivery to NWR employees. 
  • Manage NWR’s leadership training program and succession planning for maintenance personnel. 
  • Recommend, develops, and deploys region policies regarding specialized maintenance activities such as the Snow & Ice Program and the Highway Activity Tracking System (HATS). 

 

Qualifications

To be considered for this opportunity, the following are required:

  • One year of experience coordinating leadership forums, leading leadership trainings, conducting equipment safety training, conducting Commercial Driver's License (CDL) training, or leading or supervising a training program. 
  • Commercial Driver’s License (CDL) Class A
  • Ability to manipulate up to 50lbs. 
  • Ability to climb in and out of equipment, work in all weather conditions including confined spaces, uneven terrain, and next to fast high volume highway traffic

 

It is preferred that qualified candidates also have:

  • WA Flagger Instructor certification
  • CPI 260 certification
  • ICS 100, 200, 700, & 800 certifications.
  •  Knowledge and experience in Traffic Control operations. 
  • Experience performing maintenance activities including pavement repair, highway drainage features and maintenance, vegetation management and noxious weed control, snow and ice operations, right-of-way construction and maintenance.  

 

Important Notes 

  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.   • This position is not eligible for remote work.
  • The salary listed includes the legislative approved 5% salary premium for positions in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
