The Opportunity

WSDOT is eager to hire our next Contracts Engineer to support our Northwest Region (NWR) Consultant Liaison Office. This position will support essential functions to include, but not limited to, providing professional consultation on contract administration, procurement, negotiations, contract closure, equity assurance, and assisting with project development, right of way, and construction within and in compliance with state and federal regulations. The successful candidate appointed to this unique position will serve a vital role in support of WSDOT’s mission to provide safe, reliable, and cost-effective transportation options to improve communities and economic vitality.  
 
What to Expect

Among the varied range of responsibilities held within this role, the Contracts Engineer will:

  • Reviews and drafts requests memos for consultant services and consultant selection, conducts negotiations, forms regional consultant agreements, supplemental agreements, addenda, task orders, amendments, and other various legal documents.
  • Provides expert technical assistance to internal and external customers regarding contractual requirements, conflict of interest, ethics, competitive procurement, confidentiality. among other contractual law issues, as governed by agency policy and state and federal laws, rules, and regulations. 
  • Supports the ACLE in obtaining consultant services, developing advertisements and second tier selection processes, and ensuring compliance with state and federal regulations as well as departmental processes and procedures. 
  • Process invoice payments by reviewing and tracking of accurate payment of invoices, and other contractual documents as needed. Ensure accurate payment and closing agreements in accordance with State and Federal regulations and in coordination with the WSDOT Headquarters Contracting Services Office.
  • Co-manage office recordkeeping and file management for agreements utilized. 
  • Ensure legal documents for signature are sent to the consultant and to HQ Consultant Services Office (CSO) and review documents for completeness. 
  • Receive and answer technical questions from consultants and personnel in Headquarters, other WSDOT regions and local agencies regarding state and federal rules, regulations, procedures, policies, methods of selection, negotiations procedures, and other contractual matters that arise. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2, or equivalent experience applying general engineering principles or other technical disciplines evidencing scientific, analytical, mathematical, or legal knowledge sufficient to handle the duties of the position. 
  • Effective communication skills, both written and verbal, for documenting and communicating important observations and information to others. 

 

It is preferred that qualified candidates also have:

  • Working knowledge of RCW, CFT, and other laws and policies pertaining to A&E contract administration.

  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.   • The salary listed includes the legislative approved 5% salary premium for positions in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
