The Challenge
We're looking for an experienced Environmental Specialist to join our Environmental Analysis unit's Mitigation and Modeling (M&M) team. Our unit supports the development of sustainable transportation infrastructure that minimizes impacts on the human and natural environment.
In this role you will:
- Assist our M&M team with the implementation and ongoing enhancements of GIS modeling, data analysis, and Project ATLAS.
- Coordinate with consulting teams to create/update/maintain predictive models for wetlands, protected species habitats and other environmental features to assist with project planning and delivery.
- Assist in the identification and creation of variables, run models in statistical software and develop outputs as data layers.
- Coordinate field verifications with consultants.
- Support Project ATLAS, a multi-disciplinary application to provide project managers with GIS data and project-related information to assist in streamlining project delivery.
- Provide and promote teamwork and collaboration - a key component of this position due to the size and complexity of Project ATLAS, requiring coordination and effective communications with NCDOT business units, private engineering firms, external agencies, and management.
- Explain complex technical subjects to stakeholders with diverse understanding of modeling/GIS backgrounds.
- Learn and apply your understanding of the modeling/GIS needs of our business units and other stakeholders, and translate these needs to ATLAS enhancement requirements.
- Assess Group identify GIS data, new technologies, streamline opportunities, and communicate business intelligence to Central and Division offices, resource agencies, and external stakeholders.
- Lead our ATLAS training and customer support while documenting and reporting user feedback.
- Perform field work, including wetland delineations, habitat assessments, stream origin determinations, NCWAM/ NCSAM assessments, field reconnaissance, county tax office research, and landowner meetings.
- Perform special project duties supporting project delivery for the M&M Group.
- Gain a solid understanding of the Clean Water Act, 404 and 401 permitting, NEPA, and the Federal Mitigation Rule, and how they pertain to transportation projects.
- Apply your knowledge of basic statistical analysis, and experience with GIS, AGOL and R software to making an impact.
What You Bring
- Computer skills and experience with ESRI ArcGIS, including ArcPro and ArcGIS Online.
- Experience with the principles of natural science, environmental science, geography, geographic information systems, statistics, or modeling related to transportation planning and environmental assessment.
- Knowledge of environmental modeling concepts including basic statistical analysis and development of spatial layers for use in predictive modeling.
- Experience solving problems, resolving conflicts, and applying critical thinking to complex environmental issues.
- Experience relaying complex technical issues in a manner understandable by groups representing a variety of disciplines and experience levels.
Education & Experience
- Bachelor's degree in agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum and
- 2+ years of relevant experience, or
- An equivalent combination of education and experience.
