General Statement
Under general supervision, performs ordinary electrical engineering work in connection with electrical design, construction, maintenance and operations.

• Prepares or assists in the writing of electrical specifications; plans, designs and prepares conduit layouts, single line, schematic and wiring diagrams for electrical power and lighting systems; designs and revises process control diagrams and systems; makes electrical calculations on short circuits, wire sizes, loads and electrical engineering systems.
• Performs electrical drafting and prepares contract drawings using a computer aided design system; utilizes computer programs and data processing.
• Prepares electrical estimates for design, repair and construction; assists in making economic evaluations concerning installation and replacement of electrical equipment.
• Acts as resident engineer on small or moderate size projects; reviews submitted proposals; supervises field inspection and control of electrical installations, removal, alterations and additions and ensures compliance to plans and specifications; makes preliminary and special investigations of electrical construction or maintenance problems as necessary.
• Inspects electrical equipment operation at District facilities; plans, schedules and supervises the work of electrical engineers and others engaged in the installation, maintenance and repair of electrical equipment; presents recommendations for system upgrades.
• Assists in the coordination of electrical engineering projects; provides technical advice to other engineers, designers and contractors regarding construction, operation, design and records requirements and in determining effective and safe procedure.
• Supervises technical employees in taking field measurements and maintaining records of electrical work; reviews contractor record drawings; verifies and approves progress estimates and all other field records on electrical equipment and construction work under contract.
• Prepares correspondence regarding submittals and related matters.
• Plans and maintains an inventory of needed parts for facilities equipment and engineering projects.

Other Job Functions

• Instructs, trains and assists subordinate electrical engineers and others; assists in scheduling assignments; takes necessary action or makes recommendations regarding work performance.
• Performs other duties as assigned.

Environmental Conditions
Work is performed in a typical office environment and requires the use of standard office equipment including computers. Some duties may require field work that involves exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors.  Field work may include working in all types of weather conditions, including extreme heat or cold, throughout the plant facility and collection system and may involve working in close proximity to or in conjunction with construction activities and heavy equipment.

Desirable Knowledge, Skills and Abilities

• Considerable knowledge of the principles, practices and techniques of electrical engineering.
• Considerable knowledge of recent developments, current literature and sources of information in electrical engineering.
• Some knowledge of electrical codes and regulations controlling the installation of electrical materials and equipment.
• Knowledge of Computer Aided Design (CAD) operations, techniques, and practices in the preparation of engineering plans and designs.
• Knowledge of computer control of industrial processes, and the ability to use personal computers in applications including spreadsheets, databases and word processing.
• Ability to coordinate electrical work with operation, maintenance and construction activities.
• Ability to supervise the field inspection and control of electrical installations done on contract and to check installations against plans and specifications.
• Ability to prepare conduit layouts, single line, schematic and wiring diagrams for electrical power and lighting systems.
• Ability to prepare electrical estimates for design and construction.
• Ability to communicate effectively, orally and in writing.

This examination is open to all candidates, both internal and external, who meet the minimum requirements.
Applications will be accepted only during the designated filing period for this examination.  The opening and closing dates of the filing period are listed in this announcement.  Applications must be filed by the following method:

Minimum Requirement Date: The minimum requirements for this examination must be met by the qualification date listed in this announcement.
Residency Requirement: There is no residency requirement to participate in the examination; however, all District employees must be domiciled within the boundaries of the District within six months of successful completion of probation. (The District is in Cook County, Illinois, covering approximately 90% of the county area.)
Veterans' Preference: In Original Entrance examinations, five points for Veterans' Preference will be added, in accordance with the District statute, to the scores of those candidates who attain a passing score in all phases of the examination. Probationary Period: The probationary period for this classification is one year (250 days worked).

Original Entrance - Examination

Duties: Under general supervision, performs ordinary electrical engineering work in connection with electrical design, construction, maintenance and operations.

Minimum Requirements: Graduation from a four-year accredited college or university majoring in electrical engineering and two years of full-time, post-degree electrical engineering experience related to the District's activities. SUBSTITUTION: Full-time graduate study in the designated fields of engineering may be substituted for the required experience on a year-for-year basis. 

A four-year accredited college or university is interpreted to mean accreditation by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET).  Effective October 31, 2006, foreign-educated applicants must produce a satisfactory assessment of their academic qualifications by the Center for Professional Engineering Education Services (CPEES), a unit of the National Council of Examiners for Engineering and Surveying (NCEES), or present an undergraduate degree from a school that is recognized by the Washington Accord.  Prior to October 31, 2006, assessment by the Engineering Credentials Evaluation International (ECEI) was deemed qualifying.  The NCEES assessment and any additional coursework used to correct deficiencies must be completed by the qualification date. Registration as a Professional Engineer in the State of Illinois or another state will be accepted in lieu of an assessment for foreign-educated applicants.

Examination: The examination will consist of a written test weighted 100%. The minimum passing score on the written test will be 70% unless determined otherwise by the Director of Human Resources. Candidates must achieve a passing score to have their names placed on the eligible list.

The written test will assess candidates' knowledge, skill and ability in areas such as principles, practices and techniques of electrical engineering in areas such as basic electronics and AC/DC principles; electrical power systems; Boolean logic; PLC systems; industrial controls; DCS & SCADA systems; troubleshooting of electrical machines; preparing and interpreting ladder logic and control schematics for motor control; converters and communication systems; preparing and reading conduit layout, single line, schematic and wiring diagrams; short circuits, wire size, electrical load and fault conditions; National Electric Code (NEC) and National Electrical Manufacturers Association (NEMA) standards for installation of equipment and materials; cost estimation; project management and Microsoft Office software; and interpersonal and written communication.

WRITTEN TEST: The written test will be administered on Saturday, June 3, 2023 at the Chicago High School for Agricultural Sciences, 3857 W. 111th St., Chicago, IL .
Candidates should report at 9:00 a.m. with the approved (printed) admission letter and driver's license or other form of photo identification. Calculators will be provided. The use of books, study guides, cell phones, tablets, smartwatches, laptops or other aids during the test is prohibited.

Original Entrance - Appointments
Appointments will be made from an eligible list with three categories: A (Exceptionally Well Qualified), B (Well Qualified) and C (Qualified). Candidates in the highest category will be given first consideration for appointment. This examination is also being given on a Promotional basis. In instances where both Original Entrance and Promotional eligible lists result from an examination process, it is the District's practice to appoint only from the Promotional eligible list until all names from that list have been considered. The eligible list has a duration of three years.  Appointment is subject to successfully passing a physical examination, a drug test and a criminal history background investigation.
