The Opportunity

WSDOT is eager to hire a Business Services Assistant Engineer to support our Puget Sound Gateway Program. This position will support all functions of the management group within the Puget Sound Gateway Program, and will assist in the integrity, accuracy, and accountability of the business activities needed for the successful delivery of this multibillion dollar program. The successful candidate appointed to this unique position will serve a vital role in support of WSDOT’s mission to provide safe, reliable, and cost effective transportation options to improve communities and economic vitality.  
 
What to Expect

Among the varied range of responsibilities held within this role, the Business Services Assistant Engineer will:

  • Apply problem-solving scheduling, and quantitative skills to the Puget Sound Gateway Program payment activities, business processes, and procedures for design and/or construction projects. 
  • Independently review and interpret complex estimates of a variety of engineering design, utility, and prepares related correspondence and exhibits which define the division of responsibility. 
  • Review active schedules, engineering estimates and provide recommendations to supervisors in the evaluation of change management in coordination with supervisor. 
  • Evaluate request to sublet documents and other supporting agreement documentation to verify compliance with the Davis-Bacon Act for subcontracting design and construction work activities. 
  • Independently review and interpret complex Design-Build design and construction critical path progress reports submitted with monthly invoices to verify activities are within current scope, schedule, and budget. 
  • Prepare, process, and execute complex agreement and contract payments. 
  • Track expenditures, budget authorizations, schedules, volatility, and risk for agreements and prepare associated reports to management agreement funding. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • Engineer in Training (EIT) certification and one year of experience as a transportation Engineer 1, Transportation Technician 1, or equivalent. OR
  • Master’s degree with major study in Civil Engineering, Structural Engineering, Geotechnical Engineering, Soil Mechanics, Traffic, Transportation, or closely related field. OR
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent. OR
  • Bachelors degree with two (2) years of experience working in contract or agreement administration support, program management support, budget tracking, accounts payable, auditing, or performing closely related duties. 

 

In addition to:

  • Working knowledge of Microsoft Office including Word and Excel. 

 

It is preferred that qualified candidates also have:

  • Valid driver’s license
  • Knowledge of Design Build and other project delivery methods. 
  • Knowledge of WSDOT financial software including FIRS, TRAINS, CPMS, COGNOS, EBASE
  • Business Administration experience. 

 

Important Notes 

  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.   • The salary listed includes the legislative approved 5% salary premium for positions in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
