DESCRIPTION

 

Position Summary

 

This position is a member of the Engineering Services department and is responsible for supervising, assigning, reviewing, and participating in the work of staff responsible for preparing engineering designs and specifications; ensures work quality and adherence to established policies and procedures, and performs the more technical and complex tasks relative to assigned area of responsibility.

 

Examples of Essential and General Responsibilities

 

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for preparing engineering designs and specifications.

• Establish schedules and methods for providing engineering design services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.

• Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.

• Perform the more technical and complex tasks of the work unit including preparation, review, and revision of various engineering designs and specifications.

• Inspect engineering and architectural plans and sites, subdivision maps, survey records, plot plans and calculations for accuracy and compliance with applicable rules and regulations.

• Inspect designs, estimates, and specifications for compliance with applicable rules and regulations; check or prepare cost estimates for budgeting purposes.

• Prepare construction specifications for capital improvement projects; review projects with local utility companies to reduce possible construction conflicts.

• Prepare City Council reports for award of capital improvement projects; work with personnel from other City departments and agencies in coordinating engineering activities and related programs.

• Administer and coordinate engineering design contracts; review all plans and specifications on contract projects.

• Train assigned employees in their areas of work including engineering design methods, procedures and techniques.

• Prepare analytical and statistical reports on operations and activities.

• Attend and participate in professional group meetings.

• Stay abreast of new trends and innovations in the field of civil engineering.

• Perform related duties and responsibilities as required.

 

Minimum and Preferred Requirements

 

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. Experience requirements must be demonstrated in the "Work Experience" section of the application, other sections of the application will not be used to determine experience qualifications. (One year of work experience is the equivalent of 12 months of full-time work. "Full-time work" means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least 12 months.) Qualifications noted as "desirable" or "preferred" are not included as part of the minimum requirements.

 

Experience:

• Four (4) years of civil engineering experience, including one (1) year of administrative or lead supervisory experience is required.

 

Education:

Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field; or an equivalent combination of education and experience is required. (Required education may be substituted on a year for year basis with related job experience, experience is in addition to any other required experience).

 

License or Certificates:

• Possession of, or ability to obtain within six (6) months of appointment, a valid registered California Civil Engineer License is required.

• Possession of, or ability to obtain, a valid California Driver License with a satisfactory driving record (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three (3) years; conviction of driving under the influence within the last five (5) years) is required.

 

In addition to the above, the ideal candidate will possess strong knowledge of the principles, practices, and abilities in the following:

 

Key Competencies:

• Methods and techniques of civil engineering as it applies to planning, design and construction.

• Modern and complex principles and practices of engineering design.

• Principles of mathematics as applied to engineering work.

• Principles and practices of construction contract administration.

 

Core KSA's: 

• Prepare and design accurate plans, specifications, cost estimates, engineering calculations, and drawings.

• Perform complex engineering design inspections.

• Administer complex construction contracts.

• Interpret and explain City policies and procedures.

• Prepare clear and concise reports.

 

Special Requirements:

• incumbents are enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program. The DMV Pull Notice Program provides information on the incumbents driving record and driving record status on a periodic basis to the City.

• Must successfully complete a pre-employment background investigation, a physical and drug screen.

This position works in an office environment and performs field work with occasional travel from site to site. The essential and marginal duties may require maintaining physical condition necessary for standing, walking and sitting for prolonged periods; talk and/or hear, in person and by telephone; use hands to finger, handle, feel, or operate standard computer and operations equipment; ability to exert light to moderate physical effort which may include climbing, bending, kneeling, reaching, lifting and carrying.
