DESCRIPTION

 

Position Summary

 

This position is a member of the Engineering Services Department and will coordinate capital improvement projects, including the preparation of engineering designs and specifications, and private land development entitlements; ensure work quality and adherence to established policies and procedures; and perform the more technical and complex tasks relative to assigned area of responsibility.

 

Examples of Essential and General Responsibilities

Essential and other important responsibilities and duties may include, but are not limited to, the following:

 

• Plan, prioritize, assign, supervise, review, and participate in the work of staff or consultants responsible for coordinating all phases associated with delivery of capital improvement projects, including environmental analysis; preparation of engineering designs, specifications, and estimates; right-of-way acquisition; and construction administration.

• Coordinate with appropriate authorities, agencies, consulting engineers, and developers.

• Provide a variety of high level professional technical assistance and perform various duties related to assigned areas of work.

• Establish schedules and methods for coordinating, administering, and providing oversight of staff or consultants assigned capital improvement project; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

• Research, collect, and evaluate technical data and information on matters relating to civil engineering.

• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.

• Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.

• Perform the more highly professional, technical, and complex civil engineering assignments. 

• Review engineering and architectural plans subdivision maps, survey records, plot plans and calculations for accuracy and compliance with applicable rules and regulations.

• Review various professional and technical reports.

• Coordinate and perform technical analysis as necessary to prepare professional written reports and presentations for various City Commissions and City Council; provide verbal presentations at Commission and City Council meetings as directed.

• Supervise and train assigned employees in their areas of work, including civil engineering design methods, procedures, and techniques.

• Prepare analytical and statistical reports on operations, maintenance, and activities.

• Attend and participate in professional group meetings, regional agency meetings, and public meetings;

• Stay abreast of new trends and innovations in the field of civil engineering. 

• Perform related duties and responsibilities as assigned.

 

Minimum and Preferred Requirements

 

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. (One year of work experience is the equivalent of 12 months of full-time work. Qualifications noted as "desirable" or "preferred" are not included as part of the minimum requirements.

 

Experience

• Five (5) years of professional civil engineering experience which included two (2) years as a registered civil engineer and one (1) year of associate level professional engineering experience with a private consulting firm or municipal/county agency is required.

• Previous experience in planning, design, construction, and operation of wastewater treatment collection and delivery systems, and facility planning is highly preferred. 

• Short and long-term capital and operating budget project management experience is preferred.

• Complex capital and operating budget experience in public sector is preferred.

 

Training

• Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field; or an equivalent combination of education and experience is required. (Education may be substituted on a year for year basis with related job experience, experience is in addition to any other required experience.)

• Specialized training in federal, state, local laws, and regulations as they relate to the maintenance of wastewater transmission and treatment facilities is preferred.

 

License or Certificates

• Possession of an appropriate, valid registered civil engineer license is required.

• Possession of, or ability to obtain, a valid California Driver License with a satisfactory driving record (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three years; conviction of driving under the influence within the last five years) is required.

 

Special Requirements

• Incumbents are enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program. The DMV Pull Notice Program provides information on the incumbent's driving record and driving record status on a periodic basis to the City.

• Must successfully complete a pre-employment background investigation, physical, and drug screen.

 

In addition to the above, the ideal candidate will possess strong knowledge of the principles, practices and theories of civil engineering and possess the following:

 

Key Competencies:

• Methods and techniques of civil engineering as it applies to planning, design and construction.

• Engineering design, civil and traffic engineering as applied to public works and private land development projects.

• Supervision, training and performance evaluation.

• Construction contract administration.

 

Core KSA's: 

• Preparation and design of accurate plans, specifications, cost estimates, engineering calculations, and drawings.

• Preparation, negotiation, and administration of complex construction contracts and service agreements.

• Complex engineering design review.

• Preparation of clear and concise reports.
