Job Description:

The award-winning organization of Building Design and Construction Division (BDCD), in Capital Facilities, is responsible for the implementation of all major building projects identified in the Fairfax County Capital Improvement Program (CIP). BDCD’s is seeking a Chief for the Building Construction Branch – Public Safety, who will manage and lead a highly skilled team responsible for administration of construction contracts. Responsibilities include:

  • Manages and leads a diverse team of approximately 20 members in the Building Construction Branch. The Chief acts as an integral member of the BDCD management and leadership teams, and as a key leader in the Capital Facilities business area. Plays an important role in leading the implementation of the county's Capital Improvement Program (CIP) for county building projects focused on Public Safety including fire stations, police stations, courthouses, courtrooms, emergency response training facilities, and other co-located projects as assigned. This position provides strategic leadership for ongoing process and published guideline improvements as well as organizational development and is a leader on the CAP Emergency Management team with responsibility for training certification. 
  • Supports a proactive, collaborative, and mutually supportive partnership with the other branches in BDCD including the Building Construction Branch – Community Development, the Building Design Branches, the Public Private Partnership Branch, the Special Projects Section, and other divisions in DPWES.
  • Provides leadership, coaching, guidance, and direction to assure that the Branch meets productivity goals for a wide variety of complex, high profile building development projects, new construction major renovations, and specialty projects ranging in value from approximately $50,000 to $100 million in value. The Chief establishes performance goals and metrics in the areas of project scope and contract compliance, safety, project quality, budget, schedule, reporting, and customer satisfaction.
  • Ensures construction contracts are developed and implemented in compliance with federal, state, and local codes, regulations, and ordinances.
  • Responsible for the administration of construction contracts utilizing a competitive, low-bid approach; job order contracts; Construction Manager-At Risk (CMAR); and implementation of construction under public private partnership agreements. Contract administration responsibilities for the branch include schedule review, pay application review, coordination of shop drawing reviews, coordination of responses to requests for information, coordination of required inspections and regulatory compliance, analysis and negotiation of change order claims, facilitation of progress meetings, coordination among project stakeholders, customer service outreach, and resolution of punch list and warranty phase issues, and project closeout. Other areas of branch responsibility include safety program implementation, quality control of construction documents and in place construction work, constructability and phasing plan reviews, review of contractor qualifications, value engineering leadership, leadership in implementation of sustainable development projects, management of human resources and project budget allocations.
  • Candidates must have excellent writing, presenting, and verbal communication skills, and strong leadership skills to promote the mission, vision, and values of Capital Facilities.

Employment Standards

MINIMUM QUALIFICATIONS 
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA) within 6 months of hire.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.  As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.
 
NECESSARY SPECIAL REQUIREMENTS: 
The appointee is required to complete a criminal background check, credit check, driving record check, and pre-employment physical examination to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  1. Ten or more years of progressively responsible experience in all aspects of design and construction contract management for Building Capital projects - preferably in local, state, or federal government.
  2. Ten or more years of extensive experience managing and leading an engineering workforce dealing with complex technical issues related to building design and construction, construction contracting, construction management, development and implementation of safety programs, and a history of successful management of human capital and budgets at the project and program level.
  3. Ten or more years of extensive experience working on large scale complex projects, successful collaboration with design teams and customer agencies, contributing to public private development agreements, resolving construction claim disputes and appropriate program leadership to assure timely delivery of high-quality building projects.
  4. Proven experience in teambuilding with large groups.

PHYSICAL REQUIREMENTS:
Must be able to physically navigate rough and slippery terrain found at typical construction sites to perform field inspections at project construction sites or potential sites for future facilities to make direct observation of work in progress including recognizing unforeseen hazards such as sharp objects, warning signs, slippery surfaces, steep depressions, tripping and fall hazards, sudden movement of heavy equipment. Ability to participate in and understand verbal conversations at typical speaking volume and pace as well as respond to audio alarms and verbal warnings on construction sites, over the phone, and in the office workplace. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to use computers/computer software for communication, report generation, electronic file-keeping, project metrics analysis, and project tracking purposes. Able to safely climb ladders up to 25 feet per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Ability to lift 30 pounds overhead. All duties are performed with or without reasonable accommodation.
