Description
Under general supervision the Senior Project Manager ensures timely execution of all phases of multi-faceted construction, maintenance, and/or rehabilitation projects for the City infrastructure from inception to completion.

Posted range is the starting salary.  Pay rate offered is based on experience

Examples of Duties
Performs engineering support and construction planning by reviewing professional services contracts, easement documents, construction contracts, monthly pay applications, construction plans; reviews and makes recommendations and revisions to the construction plans and professional services agreements as needed.

Establishes, reviews, and maintains schedules for each project assigned; performs engineering support and project management by attending and managing project-related meetings including construction progress meetings; handles other meetings including design progress, pre-bid, bid openings, and pre-construction meetings.

Performs construction phase monitoring by conducting regular construction site visits of existing projects to provide technical oversight; works closely and successfully with the assigned Construction Inspector; investigates construction problems and situations; coordinates with the engineer of record, assists in resolving and coordinating solutions.

Represents the City to the public; answers inquiries from City Administration, City staff, and internal and external customers and stakeholders.  Communicates project information to internal and external customers and stakeholders.

Coordinates with other public entities including TxDOT, Williamson County, Brazos River Authority, adjoining cities, neighboring water utilities, and/or CAMPO as appropriate; maintains familiarity with resource agencies including USACE, FWS, TCEQ, TDLR, and TPWD.

Reviews, negotiates, and recommends approval of contracts, supplemental agreements, and change orders; assists with the selection of professional service providers; monitors quality and progress of professional services deliverables, contractors, and dry utility providers.

Prepares submissions for City Manager and/or City Council approval; prepares and maintains project records, files, reports, and estimates; reviews and recommends for approval monthly invoices, pay estimates, and other billings for projects; maintains status of budget for each project; develop, maintain, and seek to continuously improve the project development process, policies, and procedures.

 
Experience and Training

Bachelor's degree from an accredited four-year college or university in Engineering related field.

Five (5) or more years of experience in Transportation or Utility construction project management or in a similar position.

Five (5) additional years of experience in Transportation or Utility project management may be substituted for the Bachelor's degree requirement with a High School Diploma.

Certificates and Licenses Required
A valid Class C driver's license.
 
Additional certifications or licenses may be required depending on departmental needs
 
Must be able to read and comprehend plans and technical specifications.
 
Must have the ability to work and communicate well with all customers including City employees in other departments including contractors and engineers.
