Job Description:

ReCon Management Services, Inc. is seeking a qualified Engineer III for an in-plant opportunity at a local industry in Lake Charles, LA.

 

Summary of Description:

Develop and oversee the engineering and design efforts for the development of engineering drawings/packages for all phases of a project. The nature of the project scopes will range from tank farm work, import/export ship loading docks, transfer piping and pumps, marine vapor recovery, petrochemical process unit revamps and de-bottlenecking, new grassroot process unit construction, large civil projects, and a wide range of large capital requirements.

The selected person will have overall management responsibility to plan, organize, direct, and execute capital or expense projects within approved funding limits and schedules associated with the strategic projects initiative. For capital projects, this position is responsible for coordinating and developing all project engineering work including the front-end loading (FEL) phases like project study basis, project study reporting, project design basis, procurement activities and support, and execution of detail design. Field options analysis, scope development, and engineering support during construction are also a crucial task to the success of the position. This is accomplished by using internal and/or external engineering resources, providing the required guidance and defined objectives, and following Capital Projects procedures and practices.

 

Duties:

· Scope Definition of the project discipline engineering requirements, estimating project manhours and requirements.

· Concisely describing the project requirements by means of engineer’s sketches and verbal instructions.

· Presenting this work to the design personnel in an organized form suitable for design by the available personnel.

· Coordinating and organizing work with other disciplines. Maintaining a good working relationship.

· Checking drawing packages for completeness, code compliance and accuracy. Generate Discipline Construction Scopes of work as required.

· Supervise overall engineering package quality and production.

· Give adequate instructions to enable the design staff to perform their task with quality work.

· Perform calculations required for discipline. Check calculations of other engineers for completeness, code compliance and accuracy.

· Perform other job-related duties as assigned.


Education and Experience:

Bachelor of Science Degree in a related field from an accredited university with at least ten (10) years of experience in petrochemical, chemical, offshore, pipeline or utility industries; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

License Requirements:

· Valid Driver’s License as per State law or requirement

· Professional Engineer Intern status with professional registration preferred


Specific Skills:

· Ability to mentor younger engineers.

· Knowledge related to design in discipline field.

· Microsoft Office and Outlook or similar software.

· Knowledge of regulatory codes and requirements in the related discipline required.

· Experienced with discipline specific computer applications (i.e.,ETAP, STAAD, CAESAR,etc.).

· Familiar with key aspects of Civil, Mechanical, I/E and Chemical Engineering.

 

Physical Requirements:

· Ability to walk up to one mile on industrial plant and construction sites outdoors at any time of the year.

· Ability to work in protective clothing which may elevate body temperatures by several degrees Fahrenheit for periods of up to 15 minutes without a break.

· Ability to use multi-level stair towers and rung ladders unassisted.

· Ability to hear safety alarms and signals while wearing hearing protection.

· Ability to sit at desk and operate computer for extended periods of time.

· Ability to stand, use hands and fingers, grip, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and talk and hear.

· Ability to see with visual acuity and distinguish between colors.

· Ability to operate a motor vehicle and have a valid driver’s license.

· Ability to lift and carry 15 lbs. on a regular basis is required and at times lifting up to 25lbs. may be required.

 

Client Provided Details 
Job Duties:

· Ensure that all capital projects meet corporate funding approval guidelines and are in compliance with all applicable codes, specifications, regulations, and engineering standards.

 

· Represent company interest in all aspects of project execution (FEL, engineering, procurement, construction, start-up, and close-out).

· Be responsible for processing projects through management of change (MOC) software program by following the MOC procedures, while also, ensuring timely completion of deliverables needed to progress the project.

· Plan, organize, direct, and execute all assigned Capital Projects and selected Expense Projects within approved funding limits and schedules.

· Prepare and update required project documents in a gated Capital Project process (Project Study, Design Basis, Execution Plans, etc.).

· Oversee all engineering and support personnel assigned to the project as directed by project manager.

· Direct the work of engineering and construction contractors required for project execution as directed by the project manager.

· Directly responsible for timely answers and responses to request for information (RFIs) documents submitted by contractors during execution of projects.

· Advise management of developments which may substantially affect project cost and schedules and report progress/status.

· Establish and maintain communication to ensure the accurate and timely flow of information.

· Coordinate input on projects from operations, maintenance, safety engineering, and other support groups.

 

Minimum/Required Qualifications

· Minimum of five (5) years of project management, project engineering, construction management or similar experience in the refining/petrochemical industry preferred.

· Broad experience and understanding of refinery maintenance, operating, and project practices.

· Highly developed technical expertise in design, fabrication, and construction associated with industrial structural steel and piping systems.

· Knowledge of Primavera planning software (P6), Microsoft Project, or similar project scheduling software, preferred

· Ability to manage multiple projects simultaneously and to work in a team oriented, multi-task environment
