POWER Engineers’ Environmental Division provides planning, permitting, engineering, site assessment, and corrective action services to clients worldwide. POWER is a rapidly growing company with a clear vision of how we want to grow. We are seeking a Transmission Siting and Permitting Project Manager in New York state for full-time employment. The successful candidate would be part of our Eastern Environmental Services Project Management Department team and would join a division of more than 300 environmental professionals across the U.S.

This position will be located in our Rochester or Syracuse, NY offices, or our offices in northern New Jersey with an option to work remotely. This candidate will have the advantage of working with and being supported by an established team of transmission line and substation engineers with an excellent reputation in the Power Delivery industry.

Roles and Responsibilities
The primary focus for this Transmission Siting and Permitting Project Manager will be on electric transmission line and substation routing and siting, along with renewable energy development projects in New York and adjacent states. The ideal candidate will have an established and successful history of experience in the State of New York and will be a collaborative and responsive professional with strong communication and organizational skills. Responsibilities include but may not be limited to:
  •  Managing multiple projects at various stages and locations
  •  Leading project teams for key clients
  •  Leading business development efforts - develop/maintain client relationships and lead proposal preparation
  •  Developing strategy for public involvement programs; attend and participate in open-houses, public meetings, and public hearings
  •  Serving as a siting and environmental permitting subject matter expert
  •  Managing and directing routing/siting studies, analyses, and associated reports
  •  Working collaboratively with multi-disciplinary teams which could include engineers, attorneys, planners, permitting and environmental specialists, and real estate experts
  •  Preparing and monitoring project scope, schedule, and budget
  •  Supervising and mentoring staff
  •  Up to 30% of travel is expected
Required Education/Experience
  • BS or BA in Environmental Studies, Natural Sciences or Ecology, Environmental Planning, Landscape Architecture, Geography, Environmental Science, or related degree
  • Ten (10) + years of experience managing environmental permitting and planning projects, for a variety of energy-related projects
  • Proven Article VII and EM&CP experience, including management of Article VII and EM&CP filings
  • Demonstrated knowledge and familiarity with New York State agency personnel and decision-makers, including the NYSDEC
  • Demonstrated work experience with the U.S. Army Corps of Engineers, New York District
  • Experience in preparing proposals and presentations, and price structuring
  • Strong written and verbal communication skills, defining and understanding client requirements, managing expectations, and communicating with clients and project staff
Preferred Education/Experience
  • Master’s degree in Environmental Studies, Natural Sciences or Ecology, Environmental Planning, Landscape Architecture, Geography, Environmental Science, or related degree
  • Project Management Professional certification; other professional certifications as applicable to technical expertise
  • Contract negotiations and management
  • Experience preparing and providing expert witness testimony is preferred.

Salary DOE: The pay range for this position is $87K- $160K per year; however, base pay may be higher or lower depending on the candidate's job-related knowledge, skills, and experience. This figure does not include additional compensation such as health benefits, vacation, 401k, etc.
