Title: Senior Construction Observer (Water / Wastewater) (Full-time or Part-time/On-Call)          
Status: Exempt
Reports to: Department Manager
 
Brief Description: Under direction of the Department Manager, applies broad knowledge of principles and practices in several construction and inspection areas, independently evaluates, selects and adapts standard techniques, procedures and criteria, and performs other related duties as required.  Conducts extensive on-site observation of construction projects and serves as the Engineer’s liaison with Contractor.  Must effectively communicate with Department Manager or Project Engineer on a regular daily frequency.  Must be knowledgeable of state and local regulations.  Must have the ability to organize assigned work and develop effective work methods. 
Examples of work/duties:
  • Works concurrently on multiple projects of moderate size or performs a large portion of major projects.
  • Attends preconstruction and job progress meetings as required.
  • Conduct on-site observations of the work in progress to assist the Engineer in determining if the work is proceeding in accordance with the Contract Documents.
  • Document all on-site observations of construction progress, manpower, equipment and materials and any and all deficiencies within a Daily Observation Report.
  • Manage the timely completion and filing of daily observation reports for assigned project(s) on a rolling weekly frequency.
  • Provide proactive, timely and effective communication when items are unsatisfactory, faulty, defective, or in non-conformance with contract documents.  Evaluates field construction conflicts through regular coordination with technical staff.
  • Excellent communication skills necessary for interacting with and providing representation as required with public, clients and/or contractors.
  • Interacts effectively with staff, public, officials and contractors.
  • Must be able and willing to work the hours necessary to meet the demands of dynamic project schedules and the timely completion of assigned project(s). This may include working nights as a normal daily work assignment.
  • Knowledge of and strict adherence to all site safety requirements.
  • Properly care for and maintain company vehicle, issued equipment and materials.
  • Routine coordination with Project Manager(s) as required.
  • Perform all other duties as assigned by the Department Manager.

Requirements (education, licensing, certifications, etc.):
  • Possess a valid driver’s license.
  • 6+ years of related experience.
  • High School Diploma required, but Degree in related field is preferred.
  • Proficiency in Microsoft Excel, Word and Outlook.
  • Proficiency in using GIS Field Collection equipment, including but not limited to:
    • Trimble and EOS GPS GNSS Equipment
    • ESRI Field Collector and ESRI Survey123
  • The ability to lift and carry up to 50 pounds.
  • OSHA 10 and/or OSHA 30 or ability to obtain.
  • Knowledgeable in a minimum of three of the following:
    • Utility infrastructure improvement projects
    • Watermain replacement projects
    • Water and wastewater infrastructure processes, equipment, and construction
    • Collection system replacement and rehabilitation projects, including CIPP lining
    • Facility improvements including booster pump stations, lift stations, treatment plant work.
    • Sanitary sewer collection and treatment systems
    • Storm sewer systems construction
  • Municipal Engineering project experience is desirable.
  • NICET Certification at Level I or II is preferred.
  • NACE Certification or ability to obtain is preferred.
