We are seeking an experienced engineer to manage our statewide pavement program. You will direct the program, set priorities, and administer the program budget while managing a team of technical staff, contractors and consultants. A day in the life:
  • Provides technical consultation, expert advice, quality assurance and quality control for projects administered by Pavement Services.
  • Directs and guides unit employees and other personnel in pavement design, materials, construction, and maintenance.
  • Serves as primary liaison between the State and pavement construction industry. Coordinates state practices and industry standards.
  • Champions specification compliance for statewide pavement consistency and uniformity.
  • Directs and provides technical expertise and business management for outsourced pavement design, construction, and asset management work.
  • Ensures design modifications are communicated to State and industry design teams. Review construction procedures with Regions and Resident Engineers, resolve problems and recommend corrections or improvements in methods and procedures.
  • Coordinates, and ensures ODOT’s Quality Assurance program is advanced to improve the quality of materials and workmanship incorporated into the construction of pavements.
  • Manages the Interstate Maintenance and several other program budgets for the maintenance and preservation of pavements.
  • Develops, reviews, and approves project charters, change requests and requests for funding and seeks input /approval from statewide pavement committee as necessary.
  • Maintains national and industry presence for the State in the areas of pavement design, materials, construction, and maintenance.
  • Occasional hybrid/remote work may be available.

 What we need:
A valid professional engineer’s (PE) license in civil, structural, or transportation-related engineering.
Note: If registered in another state, successful applicants will be required to obtain professional registration within six months of hire.
AND
Seven years of supervision, management, or progressively related experience.
 
OR
Four years of related experience and a bachelor’s degree in a related field.
 
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Requires highly developed professional engineering knowledge and extensive experience related to pavement construction and materials.
  • Requires current registration as an Oregon Professional Engineer (PE) in civil or structural engineering.
  • Extensive knowledge of engineering management, including planning, organizing, directing, motivating, controlling, and decision making.
  • General knowledge of financial management as it relates to the unit and section budgets.
  • Skill in supervising, including planning, assigning, and leading work.
