Right of Way Services (ROWS) provides inspection and permits for construction and general occupancy in the Public Right-of-Way (PROW) of both private and public development projects as well alternative occupancy activity that is non-construction related.  ROWS is also responsible for determining the required improvements and reviewing plans for regulatory compliance in the areas of transportation, survey and right-of-way management.

 

The Right of Way Services Division has an opening for an Engineering Associate Senior with our Construction Inspections Team. This unique position will be primarily responsible for the permitting of Special Events and other non-construction related activity in the Public Right-of-Way. 

 

Job duties and responsibilities of this position include, but are not limited to, the following:

  • Issuance of the Revocable Street Occupancy Permits (RSOP’s) for all the Special Events and Alternative Occupancy Activity in the PROW. Examples include but are not limited to: large and small public festivals, parades, runs, races, street murals, public art displays, private conventions, weddings, assemblies, block party’s etc. Work will involve site plan or on-site location review, dates, times and traffic control plan (TCP) review that meet City and MUTCD requirements for the safe set-up and operation in the PROW

  • Communication and collaboration across multi-city agencies as well as external partners impacted by permitted activity in the PROW.  Work will include meeting regularly with the Transportation and Mobility Section, the Office of Special Events, Denver Police Departments Special Event Unit, Parks and Recreation Permitting, Community Planning and Development, Excise and Licensing and others.  External partner meetings may be with Event Organizers, Film Production Companies, RTD, CDOT, Visit Denver, the Downtown Denver Partnership, and Cherry Creek BID amongst others

  • Monitors and helps coordinate, with our ROWS Construction Inspection Team, all potential construction conflict with non-construction permitted activity in the PROW. This will include attending the Downtown Construction bi-weekly coordination meetings, DPD Traffic Operations meetings regarding large events, yearly Special Event Forum meeting, quarterly Visit Denver Transportation Forum meetings and more

  • Helps create Standard Operating Procedures and other documentation for training purposes.  Including updates to SOP's and development with our permitting platform Accela

  • Participates in the design and development of new traffic control plans for new or relocated special events

  • Answers phone calls or e-mail from our internal and external stakeholders.  Participates or conducts in house and virtual meetings

  • By position, performs supervisory duties including evaluating employees’ performance, resolving problems, training, assigning and reviewing work, and other elements of supervision

  • By position, performs lead work including providing performance feedback, furnishing information for the formal performance evaluation, solving problems, and assigning and reviewing work

  • Education requirement: Bachelor's Degree in Engineering, or related field.

  • Experience Requirement: Three (3) years of technical engineering experience.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certifications: By position, requires a valid Driver's License at the time of application.

  • Licenses and certifications must be kept current as a condition of employment.
