Job Description:

The Wastewater Design and Construction Division (WDCD) is seeking engineers with project management experience in design and/or construction administration to manage a variety of wastewater capital improvement projects in the Collection Branch. WDCD provides planning, design, and construction management for Capital Improvement Program (CIP) projects for Fairfax County’s wastewater collection system including pump stations, gravity sewers and force mains.

The Senior Engineer III (Project Manager) will be responsible for the following:

  • Overall management and leadership of capital projects from concept through project close-out including: site and consultant selection and contract negotiation, coordination and collaboration with customers, manages consultants in all phases of design including schematic design, design development, and contract drawing and specification development. Also manages and coordinates value engineering and constructability reviews. Ensures schedule and budget requirements are met and maintains project documentation and reporting, coordination and management of bidding and construction, monitoring construction progress, change order and contract dispute negotiations and resolution, construction quality control, and project close out.
  • Serves as a primary point of contact with the engineering design consultant, contractor, and other agencies as required, and maintains all project documentation.
  • Responds to technical, design and scope related questions during the planning design and construction phase. This will include technical issues involved with pump station design, design of new or rehabilitated sewer lines, odor control facilities, and other sewage collection system related issues. May make presentations to senior county leadership and to county residents.
  • Performs all aspects of design and/or construction contract administration for complex wastewater collection system projects.
  • Serves as Construction Manager (CM) responsible for bidding, construction contract administration, and new facility start up.
  • Occasionally responds to afterhours sanitary sewer emergencies when engineering consulting services and/or construction contracting resources are needed.
  • Able to work in a fast-paced collaborative team environment; and provide outstanding customer service to using agencies and project stakeholders.
  • This position may telework at least 2 to 3 days per week after an introductory period. Telework may be subject to change in accordance with latest Fairfax County policy.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license. 
  • Possession of a valid Virginia Professional Engineer or Architect license. 
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. PREFERRED QUALIFICATIONS:
  1. Project Management Professional (PMP) certification or Certified Construction Manager (CCM) certification.
  2. Experience in planning, budgeting, design, construction, project management, and construction contract administration of wastewater treatment and/or collection projects.
  3. Knowledgeable of various wastewater treatment and/or collection processes and operations.
  4. At least three years of experience of local, state, and federal environmental regulations.
  5. At least three years of experience in managing multiple capital projects concurrently.
  6. At least three years of experience in conducting public meetings on capital project issues.
  7. Intermediate to advanced experience with Microsoft Office software (Word, Excel and PowerPoint).
  8. Intermediate information technology skills including AutoCAD, GIS, MS Project/Primavera.

PHYSICAL REQUIREMENTS:
Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Ability to hear and properly respond to typical construction alarms and verbal warnings on active construction sites. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to lift up to 30 pounds with assistance. All duties performed with or without reasonable accommodations.
