Join our Right of Way Team! We are seeking someone who has experience in right of way acquisition and displacement to join our team in Salem. You will be an expert resource person for the agency and guide junior team members with difficult acquisitions. A day in the life:
  • Contact and interview property owners and potential displace to explain the right of way acquisition program, and to obtain information. Responsible for contacting customers related to completion of all projects right of way activities.
  • Plan, direct, and make liaison studies. As part of the studies, you will estimate real estate values, number of relocations, and anticipated difficulties that may occur.
  • Plan and direct appraisals statewide, determine the number of staff and contract appraisers needed to complete project appraisals.  Assign work, monitor quantity and quality of appraiser work.
  • Plan and direct the acquisition of right of way. Negotiate with property owners.
  • Manage state owned properties; includes renting and/or disposal of all types of properties. Ensure that regulatory requirements are met.
  • Serve as resource for statewide and region staff regarding contacting property owners, and project requirements.
  • Serve as Right of Way resource person on right of way impacts and remedies.
  • Attend public hearings as an agency representative. Answer questions from the public.
  • Appear in court as an expert witness regarding right of way work within the Section.
  • Work is performed in an office environment part of the time, with significant time spent inspecting properties. May requiring walking distances over difficult terrain, and work outdoors in all weather conditions. Significant travel is necessary to contact property owners and inspect properties.
  • May be required to work a flexible schedule, including evening and weekends. Remote work may be possible for part of the work schedule.

 What we need:
Five years of experience in appraising land, commercial and residential property for market value; or managing complex property transactions for the purchase or sale of property; or managing a large property portfolio for a complex organization; or relocating displaced individuals or businesses.

Preference will be given to individuals with experience relocating displaced persons for a public or other body covered by the policies of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and subsequent revisions.

A Bachelor's Degree in business or public administration, forestry, agriculture, civil engineering, geology, geography, real estate, communications or related degree may substitute for three years of the required experience.
 
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience performing, managing, and supervising the right of way activities of transportation projects.
  • Experience developing and implementing a right of way project management plan.
