Job Description:

The City of Newport is seeking a professional, experienced, and dedicated individual to fill the position of Administrative Project Support. This position will provide confidential support to the Engineering Department on a variety of projects and tasks. Tasks may also include ordering supplies, tracking budgets, maintaining calendars, mailing, typing, copying, preparing charts and tables, invoice processing, and filing. Provide customer service to the public including directing calls, assisting to resolve questions, requests for service, and complaints. Work as an integral part of the Engineering team. Support project managers with capital project tasks and the Assistant City Engineer with monitoring infrastructure improvements Support permit processes for work in the right-of-way.
 
QUALIFICATIONS:
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills and abilities would be: A high school diploma or equivalency with coursework in computers AND two years of job-related experience in administrative and support functions.
 
KNOWLEDGE: Knowledge of general office procedures, public relations, customer service, computers, word processing, spreadsheets, and the internet. Business letter writing and the standard format for typed materials. Methods and techniques of proper phone etiquette, record keeping, filing, and customer service and public relations. English usage, spelling, grammar, and punctuation.
 
SKILLS: Skill in the use of personal computers, various related software programs, and standard office equipment. Customer Service orientation and skills. Exceptional interpersonal skills, strong oral and  written communications skills with a variety of audiences; ability to communicate complex material in a simple, understandable manner; competence in Business English, spelling, and punctuation. Strong reasoning, analysis, and problem-solving skills combined with excellent judgment and professionalism. Detail oriented.
 
ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the general public. Ability to learn basic functions and structure of a municipal organization. Ability to maintain accurate records and logs, communicate effectively, both orally and in writing, with individuals and groups. Learn, apply, and explain in detail tasks related to this position and the city's policies and procedures. Exercise good judgment and maintain confidentiality with critical and sensitive information, records, and reports. Effectively prioritize workload and adapt to a busy work environment. Ability to multi-task and to work under steady pressure with frequent interruptions.
Ability to use applicable office terminology, forms, documents, and procedures in the course of the work. Compose correspondence and compile and arrange data in a readable and comprehensible manner. Proofread and edit draft reports or correspondence for errors in grammar or structure. Coordinate activities and meet critical deadlines. Deal successfully with the public in person and over the telephone. Understand and follow instructions. Type and enter data at a speed necessary for successful job performance. Physical ability to perform the essential job functions. Ability to maintain regular and constant attendance. This position requires confidentiality of the employee who assists and acts in a confidential capacity in the area of collective bargaining. Must have the ability to maintain confidentiality relating to management of employee and collective bargaining issues. Ability to learn software used in the department and the city. Ability to learn capital project processes such as design processes, specifications, construction, or contracts. Ability to present a positive demeanor, patiently provide courteous customer service to the public, and support ongoing development of a positive reputation for the department. Ability to observe processes and offer suggestions to improve those processes. Ability to support development of a cohesive team environment and a positive workplace culture.

DESIRABLE SKILLS:

Additional technical skills that could be used to assist with projects or duties of department. These skills may be obtained through additional education (i.e. college) and/or job experience. Such skills may include, but not be limited to: CAD software experience, GIS experience, spreadsheet and/or budgeting experience, past capital project design/construction support.
 
PHYSICAL DEMANDS:
While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility including the ability to frequently lift or move materials up to five pounds and occasionally lift or move materials up to twenty-five pounds. Manual dexterity and coordination are required about 50-85% of the work period while operating equipment such as computers, keyboards, telephones, and standard office equipment.
WORKING CONDITIONS/WORK ENVIRONMENT:
Work location is primarily indoors where most of work period occurs under usual office working conditions. To provide project support, the position may require outdoor work approximately 25% of the time and may involve exposure to dust, mud, uneven terrain and varying and extreme weather conditions.
