The Opportunity

WSDOT is eager to hire an experienced engineering professional to serve as our Quality Verification & Materials Documentation Engineer. As the Quality Verification & Materials Documentation Engineer, this position will assist in the inspection of construction projects and assure compliance with contract plans and specifications including environmental permits. This position will also prepare field reports, perform material sampling/testing related to inspection duties, and will support the Field Operations Manager and QV Chief Engineer to ensure design and construction contract requirements are met. The successful candidate appointed to this unique position will serve a vital role in support of WSDOT’s mission to provide safe, reliable, and cost effective transportation options to improve communities and economic vitality.  
 
What to Expect

Among the varied range of responsibilities held within this role, the Quality Verification & Materials Documentation Engineer will:

  • Perform Quality Verification inspection of construction activities, auditing compliance with contract plans, specifications, permits, and commitments. 
  • Check that permanent contract materials are only being placed with prior approval, and perform audits to check that materials are being sampled and tested according to contract requirements. 
  • Review project progress and prepare field notes and other pay notes so that payment ca be made in a timely manner for completed contract work. 
  • Develop site and work specific pre-activity safety plans in advance of inspection activities and review on a regular basis as work progresses. 
  • Continuously monitor work areas and make adjustments as needed to ensure the safety of others. 
  • Prepare IDRs, project records, and photographically document work activities and contract issues. 
  • Participate in Design Build Task Force meetings when needed, and review design and construction submittals, permit applications, exhibits, and work plans. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • Engineer in Training (EIT) Certification and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent experience such as roles in engineering, surveying, inspection, materials testing, transportation planning, environmental, or public works, OR
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent, OR
  • Masters Degree in Civil Engineering, Structural Engineering, Geotechnical Engineering, Soil Mechanics, Traffic, Transportation, or closely related field

 

In addition to: 

  • Ability to manipulate up to 50lbs. 
  • Ability to work in construction zones around heavy equipment near high speed traffic on steep and uneven ground in all weather conditions. 
  • Ability to travel to various construction sites throughout the state. 

 

It is preferred that qualified candidates also have:

  • Two (2) years of experience as a construction materials tester or project inspector
  • One (1) year of experience performing Quality Verification (QV) on a Design-Build job
  • Certification as materials tester in American Concrete Institute (ACI) Field Testing Technician Grade 1
  • Asphalt plant testing certification under the Western Alliance for Quality Transportation Construction
  • (WAQTC) Hot Mix Asphalt (HMA) II Module
  • Aggregate and asphalt density testing certification under the WAQTC Embankment & Base In-Place Density
  • Module
  • Certification for aggregate testing under the WAQTC Aggregate Module
  • Knowledge of and experience with construction administration procedures for WSDOT projects.
  • Knowledge of WSDOT Construction Manual, Design Manual, and utility requirements and standards.
  • Experience reading and understanding contract documents such as special provisions, contract plans, and
  • standard specifications.
  • Proficient in the use of Microsoft Office Suite produces including Word, Excel, and Outlook.

 

Important Notes 

  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.   • The salary listed includes the legislative approved 5% salary premium for positions in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
