Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agenciesall over the world.

The Project Office Engineer will oversee the construction contract administration support to the Project Engineer. You will be responsible for keeping the Project Engineer up to date on daily project activities and concerns. In addition, you will be assigned to oversee the construction design to ensure that the project schedule and contract requirements are met. 

The work assignment is located in Utuado, Puerto Rico, this is for a three-year project, contingent upon the award of the Task Order. 

Key responsibilities:  

  • Reviews and performs a detailed analysis of complex or moderately complex Critical Path Method (CPM) project schedule submittals 
  • Reviews contractor monthly invoices, material submittals, shop drawings, As-Built drawings, and contractor requests, and provide comments and/or recommendations to the PE 
  • Reviews traffic control, environmental controls, construction methods, and all issues concerning the construction of the project 
  • Determines the acceptability of the day-to-day work performed by the contractor 
  • Documents daily activities and ensure that project files are kept up-to-date 
  • Reviews and recommends acceptance or rejection of daily reports submitted by the contractor 
  • Informs the PE of possible changes and recommends solutions 
  • Develops independent engineer estimates 
  • Reviews and provides comments on contractor price proposals 
  • Drafts contract modification documents, including pre-negotiation memorandums 
  • Creates draft onsite correspondence for the PE signature to the contractor providing clarification of contract requirements 
  • Prepares drafts of correspondence for the PE and/or COE of official correspondence. 

Qualifications To be successful in the role:  

  • Degree in Civil Engineering or any engineering discipline 
  • 8 years of experience in construction management including inspection and contractor oversight activities associated with facilities (i.e., buildings, structures, equipment, systems, etc.) 
  • Understanding of local codes and requirements, and experience with Federal Government facilities preferred 
  • Must have experience working on bridge construction, construction of earth retaining structures including reinforced concrete walls, gabions, MSE, RSS, roadway excavation & fill, temporary traffic control implementation and maintenance of traffic, erosion and sedimentation control, and other miscellaneous heavy highway construction and related project inspection work 
  • Ability to manage and coordinate the completion of construction work 
  • Experience working with EFLHD FP-14 and/or PRHTA standards and specifications is preferred 
  • Ability to read and interpret construction documents 
  • Strong oral and written communication skills. 
  • Current OSHA 30-hour training certificate desired. 
  • Can speak, read and write Spanish preferred
