This position manages the Highway Maintenance and Roadside Management Section of the Bureau of Highway Maintenance. This section accomplishes its work with a combination of in-house professional staff and services provided by contractors and consultants. The section works with regional staff and partners in the department, local government, and other state agencies, as well as the private sector and other states to accomplish bureau goals.
The position directs multiple statewide program areas including:
- State Highway Routine Maintenance Program. This program is responsible for the ongoing maintenance of the entire state highway system, accomplishing essential day to day activities through leadership of region operations staff and relationships with the service providers, most notably the county highway departments. This program includes providing task level technical engineering background in creation and management of the Level of Service (LOS) model.
- Performance Based Maintenance (PBM). This program includes working with external partners to establish policies, procedures, and contract standards for performance-based contracts. This includes program level administration of the statewide PBM projects.
- Utility Accommodation Program. This program is responsible for the Utility Accommodation Policy and its implementation to allow for joint use of highway rights of way consistent with federal policies and state law.
- Winter Maintenance Program. This program is an element of the routine maintenance program and is a centerpiece of accountability for routine maintenance of state highways, consuming a disproportionate share of the larger programs resources and representing a service that has a large impact on the public perceptions of the department’s efficacy.
- Roadside Management Program. This program is responsible for the stewardship of the rights of way of state highways to meet safety, environmental, and land ownership responsibilities, seeking to be a good neighbor and steward of the land used for state highways.
- Emergency Engineering. This program is responsible for the administration of emergency contract projects authorized by the department under SS 84.07. It is also responsible for the administration of the Federal Highway Association’s “Emergency Relief Program” (ERP) and Disaster Damage Aids program when there is qualifying damage to federal-aid highways within Wisconsin.
The position creates and sustains positive relationships with internal and external customers and stakeholders that enhance WisDOT’s public image, represent WisDOT on state, regional and national committees and working groups. The direction and oversight of WisDOT’s highway maintenance and roadside facilities programs includes development and implementation of elements of business plan, WisDOT goals, and strategic plan components. The position creates long range goals, programs, and budgets and implements these plans and associated procedures, standards, and specifications. The position is expected to institute best business practices for the procurement, implementation, maintenance, and operation of all bureau initiatives. To assure long-term success, the position is responsible for understanding and planning for business trends related the program areas and to ensure their incorporation into division programs and standards. This position requires a management level understanding of highway maintenance practices, transportation systems technologies, emergency services operations and programs, and traffic standards and specifications, including relevant federal and state regulations. The position requires development of comprehensive knowledge of department organization, processes, and procedures; contract management; budgeting and financial management, including federal grant funding to effectively work with the programs and coordinate with the responsibilities of the Program Management Section and other bureau sections.
The position manages the resources for these functions, in close coordination with the bureau’s program management section and collaboration with other sections of the bureau. The position provides direct supervision to several staff. In addition, the position provides the functional leadership for regional staff related to state highway maintenance and roadside facilities. The position oversees the implementation and use elements of the highway operations asset management systems related to these program areas; leads the development and reporting of performance measurement systems for the function; and develops operations procedures and works collaboratively with other bureau sections to assure bureau policies achieve program goals. The position evaluates program and staffing needs, and then recommends and implements desired changes.
